The court rejected the EUSPB claim to Rosobrnadzor

Today, February 10, the Moscow Arbitration Court completely refused the lawsuit of the European University in St. Petersburg (EUSPB) on invalidating the Rosobrnadzor order on the suspension of the university license.

“Despite the active debate, the court did not support the arguments of the university that on September 16, 2016, we complied with the first order regarding the issues disputed by the university (gym, certification, and practical teachers),” the EUSPB website said .

The university is preparing an appeal for today's decision of the Moscow Arbitration Court. In addition, on February 8, the university filed a new lawsuit disputing the conclusions of the Rosobronazdor regarding the execution of a repeated order.

On December 7, 2016, Rosobrnadzor decided to suspend the state license of the EUSPB. This decision was preceded by numerous checks that revealed several formal violations at the university. On December 12, the university leadership made an official comment in which it announced the desire "to resolve the situation by all legal means."

On December 13, the Moscow Arbitration Court suspended the order of Rosobrnadzor on the suspension of the EUSPB license, satisfying the request of the university for interim measures. On December 16, after Rosobrnadzor changed the status of the EUSPB license, classes continued at the university.

On January 23, 2017 , it became known that the Committee of Property Relations of St. Petersburg filed a lawsuit in the Arbitration Court of St. Petersburg and the Leningrad Region on the termination of the contract and eviction of the EUSP “in connection with the non -compliance of the terms of the contract regarding the requirements of the Committee on State Control, the use and Protection of History and Culture Monuments”.

As explained in the EUSPB, the basis for the claim was the presence of plastic windows on the yard facades and several temporary partitions inside the building.

In early February, a member of the EUSPB of the board of trustees, the chairman of the Council of the Center for Strategic Development, Alexei Kudrin, said that the university has eliminated all violations identified by Rosobrnadzor and intends to withdraw the rest of the claims by investing 2 billion rubles in the reconstruction of its building.

Since the founding of the EUSPB in 1994, all its main offices, audiences, administration, library, computing center, as well as the university publishing house have been located in the former mansion of Senator Kushelev-Bisborodko at Gagarinskaya Street, 3 not far from the Neva and Summer Garden.
