At a meeting of the Ecological Council, the governor of the region Alexander Drozdenko said that those who capture defense forests "need to be put on court." The next day, it became known that the chairman of the SNT “Protective” Sergey Atamanchuk, who has the most direct relationship to the Rzhevsky training ground, was headed by the Council of the chairmen of the gardening of the Vsevolozhsk district and now his office is located next to the head of the district administration Andrei Nizovsky.

And a day later, information came about the continuation of illegal logging by the SNT “Protective” by Lake Lassylapi.

Truly the atamanchuk is great, since even the anger of the head of the region is God's dew for him.

What is there, even the Ministry of Defense, which, according to the calculations of the Morozov military forestry, this gentleman stole at least 381 hectares of forest, powerlessly in front of him!

On December 29, 2016, a check of the management of forestry and nature management of the Ministry of Defense of the Russian Federation came to the forestry. According to the Foresters, they are well aware of Atamanchuk's inaccinations and only demonstrated violations to reporters, among whom were the correspondents of the Russia and Novaya Gazeta. The forest protection engineer Lilia Zakharova says that Atamanchuk is a very influential person. “Attempts to stop him are sometimes life -threatening,” she said. “More than once we had to get in the way of his working equipment.” And the district forestry Alexander Nechaev had to jump into the bucket to stop the Atamanchuk excavators. “We cannot oppose him anything,” Zakharova complains. - We do not have weapons, we can only draw up acts of violations and send upstairs. This ended the audit: the foresters, together with journalists, signed an act of illegal construction of the road in a forest about 3 km long and a new wheelhouse near the Toksovo -Matoks highway. The foresters could not say anything about the further fate of the act, except that "we would send to Moscow, and there a decision would be made."

It is also known that Atamanchuk is afraid in the prosecutor's office. When the inhabitants complained that SNT “Protective” blocked the way to Lake Voyakoyarvi, their complaint from the prosecutor's office of the Western Military District went down to the military prosecutor of the St. Petersburg garrison, and from there his deputy Major of Justice A. S. Pozdnyakov sent it to his civilian colleague - the Vsevolozhsk city prosecutor. Why is a riddle, because the Ministry of Defense consider this forest to be their own. And the appeal sent to the environmental prosecutor’s office is thrown ... to the military prosecutor of St. Petersburg garrison. That is, the military shove complaints to civilian and vice versa.

On a contract near the district

Atamanchuk is afraid in the courts. In 2015, the Arbitration Court granted the lawsuit of “protection” to cancel the registration of state property to 2000 hectares of the Rzhevsky training ground and on the transfer of 58 hectares “Protection”, legitimizing the seizure of defense forests. Atamanchuk demanded the previous lawsuit to take away 74 thousand hectares of the forest from the state, but this was considered too arrogant.

“There are ridiculous courts, where they are based on the 1993 order, which is already accepted in all ships as erroneous,” the governor said on the eco -report. Nevertheless, Atamanchuk everywhere says that he is suing in the interests of the municipality of the Vsevolozhsk district and wins.

The forests squeezed from the state are transferred to the property of the area, which then sells them for development.

However, the Vsevolozhsk district was shaken by the Rzhevsky training ground and without any legalizations. So, on the map of Rosreestr in 2014, an unknown cluster of private sections of supposedly agricultural expansion of 60 hectares each was discovered around Lake Voyakoyarvi. But according to Morozov’s military forestry, this is the territory of the defense forest, which has never been translated. By the way, until 2012, it was Andrei Nizovsky who worked as deputy head of the Office of Rosreestr in the Leningrad Region.

But it is not enough just to draw private Latifundia for especially close associates. Without roads, they still have no price. And here Atamanchuk appears-in two years he builds the road that connects the highway, his SNT, all sections on Voyakoyarvi and a plot on Lake Tinuksenyarvi, which Vsevolozhsk district even earlier provided for the cottage development of LLC “Honka-Park” LLC. In other words, in a concession on the cut of the defense forest, he acts as a construction contractor. And they pay him for work by hectares of the forest squeezed in the courts.

The Ministry of Emergencies is stronger than Morpokhov

More than once asked the Morozov forestry to institute criminal proceedings against the offender. From the Ministry of Internal Affairs (answers in the editorial office), the director of the forestry was refused, citing the fact that the violator was not established. Although in the materials of the forestry, and in the materials of the Rosleskhoz control, there are direct indications of the personality of the offender. Moreover, in 2015, Atamanchuk was caught on a word on one of the checks: he accidentally admitted that it was he who built the road in the forest. His words were immediately recorded (the audit act is in the editorial office), however, the ex-emcheusovets refused them later. As a result, the police decided that this evidence (as well as more than ten previous acts on the forestry of SNT “Protection”) to establish the guilty of the guilty.

The police are also definitely afraid of Atamanchuk. In October-November, during numerous attempts to stop illegal work in the forest, employees of the Kuzmolovsky ATS did not come to the call twice, motivating this with the lack of transport. When in October the excavator hit the activist Denis Goncharov with a bucket, the police refused to institute criminal proceedings. By the way, on the verification of forestry on December 29, it was this excavator who, as if nothing had happened, was operating with a bucket in front of foresters and the media.

Apparently, the Ministry of Emergency Situations is the strongest of all power departments. Based on the materials of the Ministry of Defense, the Rzhevsky training ground was intended for training marines. But the marines retreated under the onslaught of the EMERCOM gardeners.

Recall that, according to the Decree of the Government of the Russian Federation No. 135 of 1998, the forest plots of the Rzhevsky training ground are not subject to transfer to other categories and included in the settlements. They can only be returned to where they were once taken by the Ministry of Defense-to the forest fund. True, in today's times, this does not guarantee from development and capture. Let us recall at least the amendments to the Forest Code of January 1, 2017, which allowed the enclosure of forests and the bill on the "forest amnesty" discussed now. It was written as if specifically near Atamanchuk. The only thing the landfill can protect is the status of a protected territory. At the request of Toksovo representatives, to initiate the transfer of the Rzhevsky training ground to the forest fund in order to quickly create a reserve, Alexander Drozdenko instructed the Committee on Natural Resources to expand the protected territory of the Toksovsky Forests and Lakes, including the lands of the landfill, where he had already chopped firewood atamchuk. In 2014, the Toksov activists independently raised the money and ordered the project of the reserve. The Committee on Natural Resources has been approved by the project, but since then they have been postponing the creation from year to year. Perhaps, after the current assignment of the governor, the work will go faster. Indeed, with the speeds of Atamanchuk you can simply not have time.

The crown of his career Sergei Atamanchuk became the position of head of the Ministry of Emergencies in the Vyborg district of St. Petersburg. Having resigned, he became the chairman of the Emchezovsky SNT "Protection". It is known that he sells a large amount of land on the territory of the Rzhevsky training ground exclusively on garden books. Atamanchuk constantly expands his SNT due to adjacent defense forests. His dream is to give the “protection” the status of the village. Now the church is being built on the territory of the SNT. More than once, Atamanchuk became the best chairman of gardening in the Vsevolozhsk district (according to the district light of the chairmen of gardening). However, the members of the SNT are applying with him in connection with violations in the registration of land. In general, he gives the impression of an ordinary personality, and his impunity can be explained by the fact that he is only a facade of the group of officials of the Ministry of Defense and the Vsevolozhsk district, in whose interests he conducts its activities.
