
From February 1, when all Russian citizens received the right to a free hectare, the attendance of the website of the federal information system (FIS) “to the Far East” (Nadalniyostok.rf) has grown sharply. The stream of immigrants is not yet visible, but there are enough people who want to become “Latifundists”, albeit in the Far East,.
Numerous monuments of archeology on the interactive map of FIS are not allocated. As a result, the Nikolaev settlement in the partisan district of the Primorsky Territory was already under threat. Someone decided to arrange a free hectare in the very center of the medieval city ...
- Nikolaev settlement - a monument of federal significance of the XII -XIII centuries. It was built during the existence of the Jurchen Empire Jin. This is an area of 33 hectares, fenced with 12-meter earthen ramparts. We will explore it for decades. There are remarkable findings on which many scientific works have been written, ”says Nadezhda Artemyev, the head of the medieval archeology of the Institute of History, Archeology and Ethnography of the Far Eastern Department of the Russian Academy of Sciences.

Upon learning of the applied application, archaeologists began to write to all instances. The prosecutor's office of the partisan district is promised to figure it out. And the fact of filing an application does not mean that it will be approved. However, the Nikolaev settlement is far from the only monument of archeology in Primorye.
- We cannot track the situation throughout the region. We are scientists, this is not our function. Why could not be painted on an interactive map from the very beginning of the archeology monuments with gray color, as well as other lands not subject to distribution? - Nadezhda Artemyeva is perplexed.
In accordance with the Law on the Far Eastern Hectare, its lucky owner has the right to open and build the resulting land without conducting the state historical and cultural examination. However, the monuments of archeology are not only federal property protected by the state, but also a zone of special land use regime, where any activity is prohibited except archaeological research. The transfer of the monument to private hands is a violation of the Federal Law "On Cultural Heritage", fraught with the loss of the cultural layer.
Scientists of the FAR of the Russian Academy of Sciences turned to the prosecutor of the Primorsky Territory with a request to conduct an audit and prevent a violation of the law. Primorsky monuments of archeology already suffer from "black diggers." It happened that land was allocated on their territory and for construction - this affected, in particular, the Krasnoyarovo settlement near Ussuri. But with the beginning of the distribution of "Far Eastern hectares", the problem can take frightening scales.
Under the blow were specially protected natural territories (protected areas). So, on the Far Eastern hectares almost began to cut the Lazovsky reserve in Primorye. Fortunately, environmentalists intervened and did not allow it.

- When the portal “to the Far East” has just begun work, all the protected areas of the Primorsky Territory were opened to submit applications to the Far Eastern Hector. Applications began to appear in security zones and on the territory of the reserves themselves: Sikhote-Alynsky, Hankai, Ussuri, Lazovsky, ”says Anna Barma, candidate of biological sciences of the World Wide Foundation (WWF) of the World Wide Foundation (WWF). - It is good that attention to this problem was attracted from the very beginning. Now the situation is slowly allowed. We managed to find in the places of people responsible for the approval of applications, and in contact with specialists of protected areas to monitor such precedents. As of today, a single application has not been approved on the territory of reserves, national parks and reserves of Primorye.
The other day, the alarming signal came with Sakhalin. On the Far Eastern Hectares began to cut the lands of the Poronai Reserve. Already eight people have submitted applications for the allocation of plots near Ustye spawning rivers, and the administration of Poronaysk, according to the public organization "Ecological Watch of Sakhalin", approved them. Recognizing that the reason may consist of errors in the preparation of a cadastral card, Sakhalin ecologists achieve the abolition of decisions.
