The International Organization of Transparency International has published a report on possible corruption in the Russian Ministry of Defense. The document, in particular, refers to the conflict of interests and the conclusion by the department of state contracts with offshore companies.

In TI notes that the Ministry of Defense and the Ministry of Emergencies are already operating the SSJ-100, and the Baynets by position are responsible for control over these departments in terms of flight safety.

"That is, he has a conflict of interests: his daughter works in a company that provides paid services to departments in respect of which he has official powers," the report says.

The report also mentioned cases when former employees of the Ministry of Defense found work in commercial organizations that acted as suppliers on state contracts. At the same time, some of these companies use a scheme with a confusing chain of founders, when traces of the final beneficiaries are often leading abroad, including offshore zones.

According to the authors of the report, the emergence of corruption in the Ministry of Defense is facilitated by secrecy, restriction of competition and unresolved conflicts of interest in the field of defense expenses in Russia. Only about a third of the total amount of expenses for national defense is public.

In October, the speaker of the Federation Council Valentina Matvienko said that the government could revise the budget priorities in the direction of reducing the costs of defense and increasing expenses for social needs, but this should not lead to a decrease in the country's defense capacity . “Social obligations to the population, social expenses are an unconditional priority that is not discussed,” said Matvienko. “Of course, it is possible to optimize expenses everywhere, but as for defense, optimization is possible only to those limits that will not allow us to weaken the defense capabilities of our country. In the conditions in which we are in, this is one of the important and main priorities.”

The new innovative developments and technologies that appear at the enterprises of the military-industrial complex in the whole world are then being introduced in other sectors, the speaker of the SF noted. "You can’t cut the chicken that carries eggs, especially gold. The military -industrial complex must be developed and maintained," Matvienko said.

So the Speaker of the SF commented on the words of the ex-Minister of Finance, the head of the Center for Strategic Development Alexei Kudrin. He noted that the Russian budget needs a change in priorities - a reduction in expenses to the defense complex and increasing the costs of infrastructure, medicine and education.
