“Suppliers of Internet services at the request of users of Internet services provide services to limit the access of these users to information, the content of which is aimed at:
- implementation of extremist activity;
- illegal circulation of weapons, ammunition, explosive devices, explosives, radioactive, poisonous, potent, toxic, toxic substances, narcotic drugs, psychotropic substances, their precursors and analogues;
- promoting illegal migration and trafficking;
- distribution of pornographic materials;
- The propaganda of violence, cruelty and other acts prohibited by law. ”

Lurk is perhaps one of the most commonly blocked resources in Russia. The first locks began back in 2012, when, on the complaint of the FSKN, the site was banned on IP 85.17.124.180. In 2013, the online encyclopedia was forced to delete an article about suicide. The encyclopedia deleted the article on its own in order to preserve other materials on the resource. “We ourselves have to remove the materials, otherwise, they will remove everything at all,” the Lurcomory administrators on Twitter explained then and added that they would appeal the fact of entering an article in the register in court. In the notification of Roskomnadzor, the address of the article about suicides was indicated with the error: instead of the “HTTP” prefix, the authors of the letter used “HTML”.
The next collision of Roskomnadzor on Lurcomorye occurred in March 2015. The supervisory authority in its official public VKontakte threatened to start Lurk's blocking due to the fact that the owner of the portal did not respond to requests to remove certain articles on this Internet resource, which have claims from the FSKN and Rospotrebnadzor. The founder of the project Dmitry Homak called the actions of Roskomnadzor blackmail and twisting hands. Later Lurk later posted into general access all notifications of the prohibition of information sent by state details (Roskomnadzor, FSKN and Rospotrebnadzor) to the Internet portal, of which more than 120 pieces of law enforcement of the law on black lists of sites have already gained.
In April 2015, the Meshchansky District Court of the city of Moscow satisfied the lawsuit of Roskomnadzor about violation of the legislation on personal data in relation to public persons in which the third party was the singer Valery Syutkin, and the defendant-the Internet resource Lurkmore (in the case file was designated as the company Tonga Network Information Center). Roskomnadzor appealed to the court in 2014, seeking the entry on the black lists of the Lurkmore page dedicated to him. A complaint to the department was filed by the singer himself. The supervisory authority for a long time blocked the site of Lurk, including all IP and mirrors, and extra -court. Naturally, the BBPA page blocking Roskomnadzor only added popularity to her, causing the so -called “Streisand effect”. At the end of April 2015, lawyers of the Center for Protection of Digital Rights, the human rights project of the RoskomSvobod organization, initiated the procedure for appealing the decision of the Meshchansky District Court of Moscow. But the appeal was rejected by the Moscow City Court.
In March 2016, the Almenevsky District Court of the Kurgan Region decided to ban an article about alimony on Lurkmore, since there was “information on methods of alimony avoidance”. According to Dmitry Khomak, Roskomnadzor already sent a letter with a message about the decision of the Almenevo Court under the article “Alimony” and “gave the day to delete and report”. The court itself took place in mid -December 2015, and "the time to appeal has already been spent a little." At the same time, not a single court wants to recognize Homak as the defendant - Roskomnadzor sent notifications to him on his personal box, but called for the replacement of the domain registrar in the “.TO” zone. Thus, Homaku would not have been able to quickly take some measures. The process was started in order to block this article on the territory of Russia without the possibility of a site owner to protect himself.
In January 2016, the law on the right to oblivion entered into force, which received even more absurd law enforcement than in Europe. One of the vivid manifestations of this law was the restriction of the issuance of information about the scandalous writer Eduard Bagirov. The fact of the exercise of the right to be forgotten in relation to Bagirov was discovered by Dmitry Homak, seeing that search engines are hiding part of the information, according to 264-ФЗ dated 07/13/2015, i.e. - "Rights to oblivion." The article on Lurke, not very abundant in political correctness against the scandalous writer, has disappeared from the tape.
The next “sticks” decided to earn employees of the Beloyarsky City Court of the Khanty-Mansi Autonomous Okrug on the Lurcoma, in August 2016, forbid the article, following the example of their Chechen colleagues, telling about caricatures on the Prophet Muhammad, which has already been deleted . And this was not the first case of the “prohibition of the banned” - in June of the same year, the Makushinsky district court of the Kurgan region banned the already prohibited article “Molotov’s cocktail”.
In October last year, Lurkmore unexpectedly turned out to be taken out of the register of prohibited sites, except for the mirror, which was created by fans of the online encyclopedia-all the pages removed at the request of Roskomnadzor. And although the founder Lurk Dmitry Homak in every possible way denied the connection of a real online encyclopedia with a fan mirror, Roskomnadzor refused to believe in this information for some time.
Last fall, Homak announced the raising of funds to maintain Lurk, and after a day he raised more than 750,000 rubles, which covered the main debt and allowed the project to work on. This fact indicates the high popularity and demand of Lurkmore, despite the desire of the authorities to “comb” it as it seems correct to them.
