Earlier, the media reported that the vice-governors responsible for the internal policy of the regions worked out the training in the Kremlin with a theoretical turnout of 70% and the same support for the main candidate. According to political scientist Leonid Davydov, Vladimir Putin can advance as a self -nominated person, with the collection of signatures, for which the state corporations will also be responsible.
Large state -owned enterprises had previously been responsible for the mobilization of their employees to the elections - “New” wrote about such cases, in particular, in the Duma elections of 2016 in the Samara region. According to the independent political scientist Dmitry Oreshkin, such a practice has existed since the Soviet Union: "They sent a direct metallurgy to the directive to bring all employees to the polls, they as they want, they cope with this." In previous elections, for example, past elections to the Duma, this was done by means of regional self -government. “And now this responsibility will be transferred to state corporations,” says Dmitry Oreshkin.
Such structures as Rosatom, Rostec, Rosneft and others can participate in mobilization.
Political strategist Dmitry Loboko believes that the message about the new role of state corporations in the elections is primarily a signal for the functionaries of United Russia, regional officials and managers of the local state corporations themselves. “People say: here, see how you can get to go. And officials make it clear that if they do not work well in the elections, someone else can take their place, ”says Loboko.
The head of the Center for Economic and Political Reforms, Nikolai Mironov, believes that they cannot be a serious resource for the election mobilization of the structure of the Rosatom and Rostec structure, if only because they are far from everywhere. But the corporations themselves are interested in an additional political resource, and in this a new leadership of AP can help them. Together with political functions, financial injections can also come to state corporations, Mironov expects.
“Most likely, this primarily applies to Rosatom (the current deputy head of AP Sergey Kiriyenko used to lead this structure -“ new ”), but a model that is beneficial to everyone is proposed. Relations with regions among state corporations are not easy and are conflicting. Despite the fact that at the federal level their heads look powerful, in the field they do not always have a decisive influence, and on all issues they have to negotiate with the governors. If we represent state corporations as political players, they receive political resources in the regions that will allow them to realize their interests (obtaining favorable assets that have cheered up in a crisis, conditions for the work of enterprises). There is also a hardware move: the emergence of a new political circuit in the form of state corporations means the redistribution of the resource:

As a result, most likely, a compromise will be found, and everything will remain in the game - this will provide competition and more coverage of voters, ”Mironov believes.
As for the self-nomination of Vladimir Putin, then, according to Dmitry Oreshkin, this is a solved question: “Why should he advance from some party if he is the president of all Russians? In the patriarchal consciousness of most people, he is the state, and if he puts forward himself, then this is right. And if some part of the state does it, and especially part with such a reputation ... Why does he need an association with something negative, he is above this, above all parties, he soars in the sky and does not need party nomination. ”
Political scientist, director of the Center for Political Technologies, Alexei Makarkin, believes that the message of the sources of AP is “a stuffing in order to proport public opinion”. “The main reason why Putin’s self -nomination will make sense - getting the votes of those voters who are ready to vote for him, but“ United Russia ”is an unacceptable party for them. The issue of the participation of state corporations is quite formal, the political scientist believes: in the case of Vladimir Putin’s nomination from United Russia, all state -owned companies and a large business will work for the result, as it was in 2012, and in case of self -nomination to the state corporations, the function of collecting signatures will also move, without this resource, the elections will not cost anyway. The desired percentage of votes for Vladimir Putin in these elections is 70, that is, the choice is not between candidates, but between the approval and disapproval of the current political situation, because it will be possible to vote for Putin, or against him, but for the candidate who cannot win in advance, Makarkin believes.
