Makhachkala authorities are looking for an explanation for the mass shooting of dogs. But they are not trying to solve the problem

The city hall made several statements that “has nothing to do with shooting” of animals, and people who commit brutal killings “can be understood”.

However, the police still do not respond to citizens' calls, the Investigative Committee refuses to institute criminal proceedings on the veils of animal abuse, the authorities are not in contact with the volunteers.

Meanwhile, unpunished dog killings continue.

On Thursday, March 2, in Makhachkala, on the initiative of the head of the Moscow “Association of Lawyers for the Protection of Animal Rights, Anastasia Fedyunina, a round table dedicated to the mass shooting of dogs will be held on the basis of the Republican Public Chamber.

The activists of the movement sent invitations to representatives of the Ministry of Housing and Communal Services of the Republic, the Ministry of Internal Affairs of Dagestan, personally to the mayor of Makhachkala Muse Musaev, as well as employees of public organizations for the protection of animals, who are trying to help wounded animals on their own.

“The situation with mass murders of dogs in especially cruel forms in Makhachkala got out of control. You need to understand: today it is given a carte blanche to those who kill animals, but this unpunished aggression can then easily be transferred to people. At the same time, the police refuse to respond to citizens' calls, ”says Anastasia Fedyunina, head of Zoo. “Our task is to try to establish a dialogue between volunteers who can no longer cope on their own, and officials who are responsible for what is happening.”

However, the authorities think differently. On Monday, the city hall was published on the city hall’s website: “Every day, the city administration receives telephone appeals of citizens about the facts of unauthorized shooting by unidentified persons of hopeless dogs in the city. The Makhachkala administration officially states that municipal services are not involved in these facts. The city hall did not give permission to shoot, because this is not included in the powers of the municipality and directly contradicts Russian legislation ... According to Article 245 of the Criminal Code of the Russian Federation, “animal abuse”, criminal liability is entitled to these illegal actions. ”

At the same time, representatives of the Makhachkala City Hall in an interview with various media gave their assessment to what was happening. In an interview with “New”, representatives of the city hall said that “people ( who are brutally dealt with animals . - I. G. ) can be understood,” and in an interview with the Radio Story Moscow, they were responsible for the residents of the city, who were “brutalized”. At the same time, the Investigative Committee still refuses to initiate the case under Article 245 of the Criminal Code of the Russian Federation “Brief handling of animals”.

According to Olga Vyatkina, the head of the Makhachkala animal protection organization, the murder of dogs continues. “In recent days, we received dozens of messages not only about the firearms, now they began to poison dogs massively, presumably rat poison,” says Olga. - Animals die in agony on the streets. In case of poisoning, we work out the dog with vitamin B12 and take it to the doctor to wash the stomach. We no longer know who to turn to to stop it. The authorities still do not react to our appeals about cooperation, in which we really need. ”

“There is another issue that needs to be resolved,” Anastasia Fedyunina is sure. - A few days ago, the Makhachkala city hall once again opened a tender for catching and sterilizing dogs. And yesterday it was already over. The authorities deliberately deprived public organizations of the opportunity to apply for a tender. And the multimillion auction will again win one of the dubious companies. So it was all previous years. Meanwhile, the situation is really critical. Dialogue is acutely necessary. And we really hope to help to establish it. ”

Recall that the mass shooting of the dogs began after the tragedy that occurred in Makhachkala on February 19: a nine -year -old girl died on the outskirts of the city. According to the representative of the Republican SK, "presumably from the bites." The results of forensic examinations about the death of a schoolgirl will be ready only in March.
