Experts predicted the resignation of three more governors by the end of the year

Primorye governor Vladimir Miklushevsky, head of the Samara region Nikolai Merkushkin and the head of St. Petersburg Georgy Poltavchenko can resign until the end of 2017. This is stated in the report of the political consultant Valentin Bianchi, which is referred to by Kommersant.

The author of the report calls Miklushevsky because of his conflicts with local elites, corruption surrounded and complex relations with the envoy. According to Bianchi, Merkushin, in turn, can leave due to the scandalously conducted elections, conflict, age and protest of the population.

It is noted that thanks to “strong patrons” and “personal relations with the president”, Poltavchenko has a large, but at the same time not an unlimited credit of trust. It can be replaced by due to the same elite conflicts, relatively low rating, regular rallies and a “low-electric” victory in personal elections.

According to the study, in the next one and a half years, another 18-20 governors can also leave their posts.

Analyzing the reasons for the latest resignations, Bianchi compares the average age of those who left the post and replaced the leaders and receives a difference of 21 years. Moreover, the new governors are not only younger, but, as a rule, do not be in United Russia, he notes. The researcher writes that the “elite” renewal scheme is present in the resignation of 2017 and will function further.

Another important factor in Bianka calls the results of the federal elections. The regions in which the governors were replaced, in the State Duma of 2016, were lagged for by the explicit of the middle level by the country by 8% and 10% according to the result of United Russia.

Also, on the eve of the presidential election, those who “cause damage to the elections primarily with their rating, the inability to control the situation due to war with elite clans”. Nevertheless, the leaders whose dismissal can cause damage due to the “excessive isolation of the situation in the region” will remain. As an example, Chechnya and the Kemerovo region are given.

Earlier in February, the governors of the Perm Territory, Buryatia, the Ryazan region, Karelia and the Novgorod region left their posts.
