“For me this question simply does not exist. There is the authority of Moscow State University. When some unemployed opposition figures don’t know what to do... I have something to do, but they have nothing,” the minister said.

Earlier on February 7, the dissertation council of Moscow State University announced that it would not consider the merits of the minister’s dissertation for scientific value on the merits, since “it sees no reason for them [materials on Medinsky’s scientific work] further consideration due to the absence of indications in them of unfounded borrowings and violations of the protection procedure "

On February 28, council member Sergei Mironenko described to Kommersant how the decision on the minister’s dissertation was made: “it was a real comedy.” According to him, the dean of the Faculty of History, Ivan Tuchkov, unexpectedly came to the council meeting, although he is not a member of it, and said that the Higher Attestation Commission accidentally sent the scientific work to another dissertation council, and the dissertation itself was never sent to the council meeting.

“The mood was this: let’s do everything so that we don’t have to discuss the minister’s dissertation. Some members of the council directly said: “Why do we need to delve into this crap, let’s vote as soon as possible, and everything will be over,” Mironenko continued. A member of the Dissernet community, Ivan Babitsky, requested that Medinsky’s dissertation “Problems of objectivity in the coverage of Russian history of the second half of the 15th - 17th centuries” be checked.
