
The working group "Communications and IT" of the Expert Council under the Government is developing proposals for test tests of the Spring package. This is written by Kommersant, referring to the curator of the working group Irina Levova.
The tests should take part at least ten telecom operators and five Internet sites - the organizers of the distribution of information on the Internet, the project says. The operators proposed testing the implementation of the Yarovaya Law in the territory of three or four regions of the country, however, the place of testing will be determined by state bodies, a source close to one of the cellular companies noted. It is assumed that pilot regions can be located in several large cities located near the capital, with a well -developed data transmission infrastructure.
Technical tests were proposed to be carried out before August 1, the results will be transferred to the government and the presidential administration. At the same time, the Ministry of Communications, the Ministry of Industry and Trade and the FSB experts proposed to approve the requirements for the equipment equipment necessary for the implementation of the Yarova Law, as well as the procedure, terms and amount of storage of information by operators and Internet companies.
Earlier, the Ministry of Communications was proposed to free the operators from storing "heavy" content, primarily a video. At the same time, experts believe that even a multiple reduction in the volume of stored information will become an overwhelming task for both large and small companies.
Experts proposed to pay the costs of communication operators for the implementation of the Yarovaya Law. The necessary funds of the Ministry of Communications were recommended to "provide for the budget for 2018-2019", follows from the project.
On January 19, an expert working group under the government, headed by the Minister of Open Government Mikhail Abyzov, rejected the petition of the abolition of the Yarovaya Law , which gathered 100 thousand votes. According to experts, the law fully complies with the constitution and does not violate the rights of citizens. In parallel, experts noted that the relevant departments are working on a “significant” mitigation of the law, which will avoid overdate.

Later it became known that according to the expert working group under the leadership of Abyzov, almost all the information transmitted through the networks of operators in the future can be unsuitable for analysis and use in the work of state bodies. Now, according to experts, the volume of encrypted traffic in the networks of operators is 49 percent, but after three years, its share can reach 90 percent. At the same time, there is no technology that allows you to decipher traffic.
