In Moscow, a public discussion of the overhaul of the Big Moskvoretsky Bridge was held, on which Boris Nemtsov was killed two years ago
Carrying out public hearings requires the law: all public procurement over a billion rubles must be discussed so that all interested residents of the city can participate in the development of the project. More than three billion is planned to be spent on the reconstruction of the bridge.
By some chance, public discussion began at 11 in the morning, and not in the evening, as the law requires. The place was also chosen: the Hormost GBU Hall, accommodating no more than sixty people. According to the law, journalists should be launched by public hearings, but the Chopovets “Hormost”, introduced by Vladimir Nikolayevich, decided differently: at first he tried to withdraw cameras and laptops from journalists, claiming that they could not be taken to the hall because these are the regulations. After that, the man blocked the entrance, as “he was very worried about the health of people in the hall,” and, apparently, therefore, repulsed journalists trying to get inside. Journalists promised to complain to the prosecutor's office. Only after that did an employee of Hormost appeared in the corridor, who asked the guard to miss people.
Lev Ponomarev addresses the participants in the discussion of the photo: Alexander KoksharovThere really were almost no places in the hall. When the journalists managed to enter, Andrei Barbinov, the head of the company “Gwin-Pin”, who was preparing the repair project, said that during the repair they would block one pedestrian side first (most likely, the repair would begin from the side where the Boris Nemtsov memorial is located), and then the second. Journalists immediately asked what would happen during the repair with the memorial.
According to Barbinov, who himself “visited the memorial” himself, now there is no way to include the installation of a “real” memorial in the project, because the decision of the Moscow City Hall is necessary for this. Within the framework of the project, no additional work is provided at the scene of the death of Boris Nemtsov. Answering these questions, the head of Hormost, Yuri Ivankov, was noticeably annoyed. At some point, he got up from the table with a proposal to arrange a tour for those who doubt the need for repair:
Ivankov : I can take you under the bridge, you yourself will see. Why do you turn everything into politics? I will answer as the leader of the “hormost” if the bridge crashes and fills up everything. And now I am responsible for cleaning and the maintenance of the bridge, so I have a regulation on which we remove and put things in order on the bridge twice a day, it will be.
Journalists : Do you mean that you remove the flowers?
Ivankov : Flowers are not the main one. The main thing is the content of the bridge. Flowers, as the president said, “let them lie,” so they will lie.
*Outraged exclamations, applause*
Ivankov , through noise : we are responsible for everything. We remove the bridge. You do not clean anything!
*Laughter*
Ivankov : Wait a minute, I am at work every day: on Saturday and Sunday, including. There are such moments when the time comes when it is necessary to remove it all, and we remove.
Voice from the audience : What time?
Ivankov : When everything went there, when it turned into garbage.
Journalists : But, listen, we know, you are constantly cleaning them.
Ivankov : Well, you again transfer everything to politics. Will we repair the bridge or not?
Voice from the audience : Yes, we will, we will!
Ivankov : Whatever it may be there, the Moscow government and engineering services were made-to repair the bridge, and we will repair it to let military equipment into parades so that we are not afraid that some abnormal situations will arise. And the issues of politics, as our comrade-designer said, decide in legislatively, determine that there is a memorial to build, and then we will contain it.
Head of Hormost Yuri Ivankov (right) at the photo: Alexander KoksharovThe a certificate of designing the bridge says that “since the mid-1990s, the state of the bridge structure due to a change in hydrogeology has become rapidly changing, which in turn has influenced the bearing capacity of underlying soils. In this regard ... it was decided on the need to overhaul the structure as a whole. ”
According to the honored architect and the former head of the Research Institute of the General Plan of Moscow, Sergei Tkachenko, in the same state as the Big Moskvoretsky Bridge, there are now large stone and Crimean. All of them were erected as part of the reconstruction of Moscow in the 1930s. And repair work could be carried out on any of them. The fact that the repair began with the large Muscovite bridge is not an engineering necessity, but the discretion of those who carry out repairs.
In the hall, in addition to activists who are constantly on duty at the memorial, there were also participants in the Prochrevsky movement “SERB”, who tried to provoke the rest of the discussion, including the executive director of the Lev Ponomorev, who called for the proposals for the proposals for the installation of the memorial. Someone shouted that people would still carry flowers, even if there would be repairs.
Trying to interrupt constant noise and skirmishes, Ivankov shouted at some point: “We also grieve about the crime that was committed on the bridge, that such things are going on in the center of Moscow. We, too, did not fall from the moon, we are also Russian people. ”
On the night of February 26 to February 27, the workers of the Hormost once again took flowers and portraits of Nemtsov from the bridge.
