Vice Speaker Irina Yarovaya submitted to the State Duma of the Chamber of Parliament the amendments to the Criminal Code, tightening the punishment for declining to suicide. The document was published in the base of legislative initiatives of the lower house.

The Unicorn proposes to introduce a new article in the Criminal Code of Russia "The inclination to commit suicide or the promotion of suicide." The draft law received positive reviews from the Supreme Court and the Government. Federal Assembly.

Yarovaya proposes to be punished to suicide to be punished by deprivation of liberty up to two years, and the assistance of suicide is up to three years. The same actions in relation to children and pregnant women, or committed on the Internet, the term of imprisonment will be up to four years. If suicide has occurred, then the deputy suggests raising the term of conclusion to up to five years. After the suicide of a child or a pregnant woman, the punishment is provided for up to seven years in prison.

Yarovaya also proposes to criminalize the spread of information about suicide methods and calls to suicide, committed publicly or via the Internet. The sanction under this article provides for imprisonment for up to six years. For the involvement of children in the so -called "death games" it is proposed to introduce a new article into the Criminal Code, with a punishment for up to a year or a fine of up to 80 thousand rubles.

The current article 110 of the Criminal Code (bringing to suicide) can also undergo changes. By the current five years for suicide, "as a result of threats, cruelty to the person," Yarovaya recommends adding one more. An increased punishment in the form of imprisonment for a period of five to eight years is also introduced for bringing children, pregnant women, groups of citizens, as well as using the media and the Internet.

At the same time, a person who voluntarily stopped criminal activity and actively contributed to the disclosure of the crime will be exempted from criminal liability.

In addition, Yarovaya introduced another bill for consideration of the State Duma. It obliges Roskomnadzor during the day to notify the Ministry of Internal Affairs about the identification of Internet pages with calls for suicide and information about the methods of its commission. So far, Roskomnadzor is simply blocking seditious pages. Now it is proposed to oblige law enforcement agencies to identify their creators and administrators.

The introduction of such articles was supported by Vladimir Putin. The president called the distribution of sites that propagate suicide a new threat in the information sphere. “Criminals, otherwise you can’t call them (it could have been called, if not for a public performance, but they are at least criminals), primarily aimed at the teenage and youth audience, at children with an immature psyche or in a difficult life situation,” Putin said in a speech at the College of the Ministry of Internal Affairs.

On May 16 last year, the article “Death Group” was published in Novaya Gazeta about a seventh grader that committed suicide. The girl’s parents conducted their investigation and found out that their daughter was in several closed groups on the VKontakte social network. In them, unknown people actually make the children commit themselves. The article includes several more families who have lost children as a result of suicide. Parents found out that their children were in the same groups as the heroine of the article. In total, according to the parents and the author of the material, over the past six months 130 children who have been in the same closed groups in VKontakte have committed suicide.

On May 20, St. Petersburg investigators opened a criminal case on the incitement of adolescents to suicide through the VKontakte social network under Part 4 of Article 33 - Article 110 of the Criminal Code.

In November, the press service of the Investigative Committee announced the detention of the Administrator of the Death Group Philip Budeikin. On the network he had a pseudonym "Philip Lis". Investigators found that 15 minors from different regions that were in the "death groups" committed suicide. The suicides of five more guys did not take place. The TFR reported that now investigators have held a series of searches in 10 regions of Russia with administrators and participants in the Death Group.

On February 14, the head of Roskomnadzor, Alexander Zharov, said that the organizers of groups in social networks inclining children to suicide should be equated with terrorists. “From what the children write on their open access page, we can conclude that they receive some tasks. A dangerous game begins in death. Those who are conducting this game, I would equate the terrorists, because their goal is the same: the murder. The law enforcement agencies detained one suspect, but we must look for the rest,” the head of the RKN said.

Despite the efforts of the department and Internet communities, such Internet pages continue to appear, said Zharov. Starting from January 1, Roskomnadzor identified and closed from 50 to 90 similar groups per day. In recent weeks, the organizers changed tactics and migrated on Instagram. At the request of Roskomnadzor, the administrators deleted links to such groups and hashtags from there.
