The administration of the IK-10 strict regime at the Vsesvyatskaya station within the city of the Chusova Perm Territory for the third time filed an idea of the transfer of publicist Boris Stomakhin to prison. This was announced at his FB page by the Yekaterinburg civilian activist Gleb Edelev, who, together with lawyer Roman Kachanov, visited the political colony in the colony on March 7.
The paper was served on the 6th. Information on the appointment of hearings on the Chusovsky City Court's website as of half a half in Moscow is absent.
From March 1, he also wrote Edge, Stomakhin again leaves for 15 days in a schizo. This time, the FSINECS Politzeku did not even report the reason for the penalty.
During his stay in IK -10 in August - December 2014, and then - since August 2015, Stomakhin was repeatedly subjected to unreasonable penalties. He was placed many times in a schizo, then transferred to Bezun (a detachment of strict conditions for serving a sentence), later to the PCT (chamber -type premises), and finally in the EPT (a single room of the chamber type). At the same time, after sending to the EPTC, Politzeku continued to set deadlines to the schizo.
The previous time Stomakhin was sent to the schizo on January 23 . The political prisoner received five days on charges of using jargonisms: in a conversation with the IK -10 operative, he called the prisoner special vagar Stolypin , and the meeting of the disciplinary commission of the colony, at which the convicts are appointed by Krestini.
For the first time, Stomakhin first became known about the intention of the FSINESS to achieve tightening the sentence at the end of September 2016. The submission to the court was signed by the then acting head of IK-10, Major of the Internal Service Yuri Gubal. He referred to part 7 of Article 74 of the PEC (types of correctional institutions), which establishes that convicts who are malicious violators of the regime can be transferred to prisons. It was with that that the FSINISTOS announced Stomakhin, citing the number of penalties that Politzek was subjected to.
The trial took place on October 27 . Lawyer Kachanov pointed to judge Olga Gorshkova to contradictions and ambiguity in the documents, as well as to procedural errors and petitioned for the return of materials to IK-10. After that, the representative of the colony of the city of Loads revoked the document.
A repeated performance was presented at the end of November . However, on January 13, 2017, indoors also withdrew this paper when Kachanov drew the attention of Judge Tatyana Kataeva that the new idea was also submitted in violation of the procedure. The lawyer indicated that the document was signed by the head of the IK -10 by Colonel Ilya Aslamov, and the characteristic of Stomakhin, the acting, acted to him Head Lieutenant Colonel Vasily Nagovitsyn. Both documents were dated November 25, when the person to sign them was Nagovitsyn - this was confirmed by the certificate, which was introduced by the loaners. Thus, Kachanov concluded, the performance was signed by a person who does not have authority.
According to paragraph "in" Part 4 of Article 78 of the PEC (change in the type of correctional institution), convicts who are accused of malicious violation of the regime can be transferred from the colony to prison for no more than three years. The seven-year term for the conclusion of Stomakhin expires on November 19, 2019. Thus, the Politzek’s defense previously concluded, the IK-10 administration intends to send him to prison until the very end of his term.
In total, in Russia there are only about a dozen prisons (on prison jargon - covers), including one for patients with tuberculosis. The administration of the Perm IK-10 violates the rights of prisoners, but torture as such in this colony does not apply. Meanwhile, all prisons, according to human rights activists, are torture.
