"Almost half of the crimes, as before, remains unsolved. The potential has far from being available in full, including in such sensitive spheres as the fight against corruption, the protection of citizens, their property and business from criminal encroachments," Putin said.

The President noted that last year, on suspicion of serious crimes, a number of high -ranking officials of the department were detained. “These facts became a serious blow to the social authority of the internal affairs bodies, threw a shadow on everyone who honestly and professionally fulfills their duty. It is necessary to carefully analyze the reasons for what happened, draw appropriate conclusions, and pay increased attention to strengthening official discipline among personnel,” Putin emphasized.

The President also called the opposition to extremism the "most important task" of the department. "Together with colleagues from law enforcement and power structures of the Ministry of Internal Affairs, it is necessary to actively introduce effective methods of work, stop any extremist manifestations: propaganda of violence, xenophobia, nationalism; to counteract attempts to involve young people in this destructive activity, including actively working with international terrorist organizations," said Putin. On Thursday, Putin made personnel permutations in law enforcement agencies. A number of security forces were dismissed from the posts, including three lieutenant general and two major generals. In particular, the heads of the departments of the Ministry of Internal Affairs in the Samara, Nizhny Novgorod and Vologda regions lost their posts. The reasons for the dismissal were not reported.

Last year, speaking at the board of the Ministry of Internal Affairs, Putin noted that almost nine percent growth of the number of crimes was recorded in Russia.
