The Russian government opposed the payments of salaries to starving miners from the reserve fund

The Ministry of Labor criticized the idea of ​​paying multimillion -dollar debts on miners' salaries that worked at the ruined enterprises of the Kingkool company in the Rostov Region, from the reserve fund. This was announced during a meeting with representatives of the Communist Party faction in the State Duma by the head of the department Maxim Topilin.

“I believe that this is wrong, because the state cannot be responsible for the debts of specific employers. Because then they will simply throw production in bankruptcy, which sometimes happens, in fact,” this is how the minister responded to the corresponding proposal that sounded at his meeting with parliamentarians (quote for Interfax ).

At the same time, Topilin made an initiative to transfer tools for blocking funds in the accounts of employers. “Still, I am more a supporter to give more stringent Rostrude procedures - we are preparing a bill that will grant Rostrud the right to issue such an instrument as an incasso. That is, to block an account if there is a wage arrears, that is, in the early stages,” the head of the Ministry of Labor said.

He added that it would be nice to have an insurance fund that would cover debts in bankruptcies. However, Topilin admitted that this would become an additional burden on the enterprises and would cause questions about the honesty of a system in which a conscientious business would pay for unscrupulous competitors. “But the question is open here,” the minister emphasized.

The scandal with non-payment of wages to miners in the Rostov Region is associated with the Kingcoule bankrupt company, which owed hundreds of millions of rubles to employees. Earlier, the government and the State Duma noted that they were holding the situation under control. However, salary debt is still not covered.

Director General of Kingkool LLC Vladimir Pozhidaev was arrested on August 12, 2016 on charges of non -payment of salaries (part 2 of Article 145.1 of the Criminal Code of the Russian Federation) and abuse of powers (part 2 of article 201). He faces up to 13 years in prison. A criminal case against Pozhidaev is considered in court. The prosecutor's office of the region is getting the seizure of his property. So far, it was possible to arrest equipment for 10 million rubles.

At the end of last year, the miners from the city of Gukovo, who did not receive a salary, were not able to leave for Moscow to meet with the State Duma deputies, scheduled for December 20. The transport company, which undertook to carry miners, violated the agreements, and before the trip of the participants of the action were intimidated by police and Cossacks for four days.

When it became known about the intention of striking miners to go to Moscow, representatives of the local police, administration and unknown people began to visit their houses.

On August 27 of last year, employees of Kingkool LLC, all enterprises of which are in various stages of bankruptcy, denied the information of the regional authorities that they began to list debts on wages. “This is a lie. We still refuse to handle the governor. There are 2200 of us, we owe 350 million, we demand the payment of the full amount,” said the representative of the initiative group of employees of enterprises of the company Nikolai Nadlyniknichny.

Earlier, on August 24, the Gukovsky miners abandoned 50 million rubles offered by Governor Golubev, and demanded the payment of the full amount of debt. On August 26, Golubev’s press service said that the crisis was overcome and on behalf of the Governor of the Rostov Region Vasily Golubev, the regional corporation of the development of the Rostov Region began payment of wages for the employees of the Kingkool group of enterprises. It was also reported that 1936 miners “submitted details” for debt payments.

Against the backdrop of a crisis in the summer of last year, some miners announced a hunger strike . In September 2016, Nikolai Nadlyniknichny stated that at that time more than 100 miners continued the hunger strike. “Earlier, 175 people supported the hunger strike, but some of them came out of it, because they were starving for about 20 days,” he explained. The miners later had to stop the hunger strike.
