
Living on the shore of a swamp can be both expensive and prestigious. For example, in the event that this swamp is a natural reserve located in the coniferous forest in New Riga. So the residents of the Premium-Pavlovo premium in the Istrinsky district of the Moscow Region reasoned, when they put signatures in agreements on the purchase of cottages, paying tangible money for the right to live on the first-from the reserve-lines.
But now under their windows not a picturesque swamp, but a construction site. The New Gazeta found out how to capture someone else's view from the window and what does the epic section of the property of Russian billionaires have to do with it.
“The Novorizh direction was historically considered ours,” says the former manager of Norilsk Nickel, a mining giant, after the collapse of the Soviet Union, under the control of today's dollar billionaires, Mikhail Prokhorov and Vladimir Potanin. By the end of the 90s, the interlocutor continues, the current recreation and sports complex of Luke in New Riga was considered the canonical territory of the top management of the enterprise. Here, employees held the main meetings (and then sent their directives to the distant Norilsk), and they arranged business techniques and entertainment events here.
“They loved playing football very much,” says a former employee of the company. - It happens that the four of us move on to the field, and when we get, there are already two full -fledged teams there. Here Mikhail Dmitrievich Prokhorov peers out of the window of his two-story house, looks enviously at us, subordinates-and, too, reluctantly, in the first time, weaves to the field. After him, Sasha Khloponin ( today is the deputy prime minister of the government. - Ed. ) Semenit ... Vladimir Olegovich Potanin did not like to run particularly, but he also joined the game periodically. In the summer - football, in winter - hockey. Everything is like in any Russian court, only this yard was ours. ”
The borders of the “courtyard” of the Noricels soon went far beyond the “Luzhkov”. Special hopes Prokhorov and Potanin, according to their acquaintance, were associated with the development of the Pavlovsk Sloboda in the Istra district of the Moscow Region.
This place was made unique, of course, the location-the settlement adjoined the lake-fiber complex of the natural reserve near the village of Novinka. On the territory of the reserve, back in Soviet times, students discovered rare species of plants and animals subsequently listed in the Red Book of the Moscow Region.
It was within the boundaries of the Pavlo-Slobod rural settlement in 2003 that the OPIN group of companies, which managed the development projects of Prokhorov and Potanin, began to implement the project of the Pavelovo premium village.
In 2009, the first stage of construction was completed-the Opin group began to implement the second (Pavlovo-2). Just at that moment, the famous split came in the tandem of Prokhorov - Potanin. As a result, the Interros holding Vladimir Potanin received the Rosa Khutor ski resort in Krasnaya Polyana, several business centers in Moscow, 3 thousand hectares in the Dmitrovsky district of the Moscow Region and a number of cottages in the Pavlovsk Sloboda. All these objects entered the company "Profesteite" of the billionaire, headed by the former director of the Opin group Sergey Bachin.
The Opin group itself, and with it, the Pavlovo-2 project was retained by Mikhail Prokhorov.
At the end of 2015, when most cottages in the Pavlovsk Slobod were already sold to new owners, several hundred trucks drove into the village.
Local residents, who could not be called ordinary inhabitants, watched how uninvited guests in the work of specialists first dismantled the fences of the owners of cottages on the first line, and then began to cut down trees in the Priozerny territory. In the same “buffer zone” between villages and a natural reserve, for the sake of which expensive real estate was acquired.
According to one of the inhabitants, falling asleep with the swampy area with soil and installing pegs, the workers referred to the order of a certain “master of this land”.
As it turned out, it was on that day that the Rosreestr entered information about the land survey of the entire Priozerny territory, as a result of which additional 15 land plots appeared.
“Back in September [2015], my plot was located on the first line, and the swamp was decorated as a single land allotment. Soon the fence was dismantled. Then, new information appeared in the Rosreestr - as a result of land surveying on the territory of the “wide embankment for walking, playgrounds and plants” a new strip of plots grew, ”says one of the inhabitants.

“The golf field has not yet been touched, and the swampy terrain on the opposite shore of the lake was also falling asleep,” says another resident of the village, noting that the matter here is not only in prestige matters. Pavlovtsy bought real estate in a protected village, in order to walk quietly on the territory both themselves and their children. And what safety can we talk about when your fence is broken and other people in specialists walk around in the buffer zone?
The owner of the new plots, according to Rosreestr, turned out to be several LLCs associated with the same group of "agrant" Sergei Bachin.
According to residents, at first they appealed to the Opin group, which sold them plots with cottages and guaranteed the boundaries of the village. “We were promised a“ unique view of the natural reserve. ” It turns out that it was a deception? " - says the owner of the house on the first line, emphasizing that the general director of the Opin group was eliminated from active actions to protect the rights of residents, recommending to contact the prosecutor's office.
Then the owners of the cottages went to the administration of the Istrinsky district. Municipal officials initially expressed solidarity with the residents of the village-in the official response to numerous complaints it is reported that "the project of the General Public of the Pavlo-Slobod rural settlement is indicated as a natural reserve and is not subject to development."
But it was a bluff: it was the Istrinsky administration that allocated the land for development to the structures of Sergey Bachin, when the Agant group already erected new cottages and announced their sales through real estate agencies.
The cost of future sales suggested income "agrants" in the amount of at least $ 15 million. Here it is, the price of life "on the shore of the swamp." It turns out that the view from the window can, as they say, “squeeze out” - and make decently on this.
So far, residents of Pavlovo-2 offended the thresholds of other regional authorities, the prosecutor's office of the Istra district reacted to development. Based on the results of the verification of the legality of construction within the boundaries of the natural reserve, the obvious was established - “Supporting the soil in the swamp zone and land surveying in the Priozerny territory”. And no prosecutor's response measures to you.
Then the inhabitants of Pavlov turned to the Moscow Regional Prosecutor General’s Office with a request to conduct a check in the order of supervision.
It turned out that the administration of the Istra district of the Moscow Region made the decision to allocate land plots. In addition, in September 2015, after the allocation of land plots, the Ministry of Ecology and Nature Management itself concluded a state contract with Greenlaife Cadastral Bureau LLC to conduct “comprehensive environmental research and geodetic works”, according to the results of which a list of coordinates of the characteristic points of the borders of the reserve was prepared, that is, all the necessary conditions for the removal of these lands from the state security. That is, at first the Earth was allocated and only then - the boundary of the natural reserve was established.
Residents of Pavlov intend to apply with claims to the Opin group, which, in their opinion, violated the terms of agreements on the sale of land and cottages. The contracts stipulated the boundaries of the village, which are now not true.
In addition, the owners of cottages plan to challenge the procedure for providing land plots to the new owners: it turned out that the land was allocated and dissolved before the government decree on the approval of the borders of the village was published.
In the meantime, the Pavlovites are waiting for the decision of the governor, to whom they turned to February. The authorities near Moscow look like one large team that once successfully played in the Luke recreational complex.
Perhaps the view from the window has not yet been recognized as a value in Russia, the protection of which requires state intervention. But in reality, this is albeit an intangible, but tangible and expensive asset, emphasizing the quality of life. And it is in our country in a large shortage.
