
At the beginning of the week, the Crimean government announced the intention to take into the ownership of the republic the plants located in Kerch, belonging to the structures of the Ukrainian oligarch Rinat Akhmetov.
“By the order of the Council of Ministers of the Republic of Kazakhstan, a decision was made on the forced ransom of the property of the Kerch Rogamchny Plant and the Kerch Metallurgical Plant,” said Boris Kabakov, deputy minister of industrial policy of Crimea. “The Ministry of Industry and Trade of the Crimea introduced a temporary administration at enterprises, but not in terms of management, but in terms of property inventory and its estimate for subsequent redemption.”
All the property of nationalized enterprises, according to Kabakov, will be transferred to the newly created State Unitary Enterprise “Kerch Metallurgical Plant”. “Enterprises will be engaged in the same, but we will already help them with orders, including state,” said the Deputy Minister of Industry of the Republic of Kazakhstan.
The decision to redeem Akhmetov’s enterprises was explained by the Crimean officials by the fact that the profit from them went to Ukraine, including, possibly, for a power operation in the Donbass.
Both Boris Kabakov and the other talking heads of the Government of the Republic of Kazakhstan, however, were silent that no order of the Council of Ministers on the forced redemption of Akhmetov’s enterprises was actually published. On March 3, on the website of the Government of the Republic, the order No. 220-r indeed appeared, which the Council of People's Commissars decided to create the State Unitary Enterprise “Kerch Metallurgical Plant”. But in the Council of Ministers there is not a word about Akhmetov’s enterprises.
It is said that the Kerch Metallurgical Plant is formed by renaming the Kamysh-Burun production company-Gupa, which was created on March 5, 2015 and did not conduct any activity (which they do not deny and in the Council of People's Commissars).
Moreover, according to the order, the main subject of activity of the new GUP will be the production of locomotives and rolling stock. And this does not correlate with the words of the deputy minister Kabakov that the plants will “engage in the same”: if the Kerchensky switch plant is still somehow connected with the railway theme-it produces turnouts for routes, then the metallurgical enterprise produces enameled dishes.
In addition, the Rinat Akhmetov enterprise is called the Krasnodar Metallurgical Complex (production in Kerch), and not the Kerch Metallurgical Plant. The circuit plant is a partner of the Akhmetovsk enterprise. One of his leaders agreed to talk with New Gazeta.
- Akhmetov is not about the nationalization of enterprises of Akhmetov now. This is a picture for the media created by the Deputy Minister, ”he said. According to our interlocutor, Akhmetov people really have problems with the government of the republic. - Now the director of the enterprise Pavel Osiyuk is not allowed into the territory of the metallurgical plant. But, again, this does not speak of nationalization.

The fact that Akhmetov’s enterprises are now more likely to be traded than an assessment of the cost for forced repurchase also confirms the silence of the parties to the conflict. The press services of both the Ministry of Industrial Policy of Crimea and the Akhmetovsky “Capital Management Systems” correspondent “New” refused to promptly comment on the lack of orders for nationalization and the statements sounding against this background.
At the same time, employees of the Switch and Metallurgical Plants confirmed Novaya Gazeta that they were announced to the change of owner.
“We were announced on nationalization on March 6 on the glider,” said Anna Matyushenko, an accountant for accounting for materials in the foundry workshop of the Kerch Rot. - In general, I perceive this step positively: there are few orders now, we lost tenders both Russian Railways and the Crimean Railway.
At the time of the announcement of the nationalization, the arrow plant, according to Matyushenko, had only one order - from Ukrzaliznitsa. Now he was wrapped. “Shipping to Ukraine is prohibited, the goods are withdrawn,” the accountant said. She did not disclose the details of the order.
Matyushenko believes that with the arrival of the new owner, the plant may have more orders.
Other employees of the enterprise positively evaluate the reports of nationalization. In 2015, they themselves asked the speaker of the State Council of Crimea Vladimir Konstantinov to take the company in the ownership of the republic due to low salaries. A strike was even announced, as a result of which the Ukrainian owner had to increase salaries by employees by 50%. Now the accountant of the switch plant receives 16,000 rubles, workers - about 15,000.
At the Kerch Metallurgical Plant, the attitude to the nationalization of the enterprise, on the contrary, is negative.
“Now we produce about 500 tons of products per month,” said one of the employees. - There are enough orders, even the enamelers have salaries at least 15,000 rubles. Unfortunately, I do not know positive examples of Crimean nationalization: they nationalized Krymkhleb, and the enterprise became unprofitable, consumer societies were nationalized, and the sale of assets began. We are promised that workers will simply transfer to a new enterprise, but people are afraid that in the end there will be reductions and loss of stable income.
The fears of plant workers are also heated by the nationalization of the enterprises of Rinat Akhmetov in the self -proclaimed “DPR” and “LPR”. In the Donbass, the process began on March 1, and after eight days the media reported on delays in paying salaries and a complete stop of the work of part of the plants.
