The Ust-Kuta prosecutor’s office-the city in the center of the Irkutsk region-through the court to remove the removal of the mayor of the LDPR of Tamara Klimina. In 2015, with an advantage of 143 votes, she bypassed the election of a candidate from United Russia. Klimin wants to be removed from the post due to the fact that she allegedly suffers from schizophrenia, which means that she cannot have admission to secret documents. The diagnosis itself has already refuted two examinations, but the prosecutor does not agree with their results. Proponents Klimina suspect that the team of the former mayor, United Russia Vladimir Senin wants to take her off the post - he served as the head of the district for more than 15 years. Sasha Sulim went to Ust-Kut and figured out this unique story, the Medusa journalist: they have not yet been removed on such strange foundations of mayors in Russia.

"Siberians who are not touched by Western trends"

Ust-Kut-a city for forty thousand inhabitants-is located 500 kilometers north of Irkutsk. This is almost the first Russian settlement in Eastern Siberia - the Cossacks began to assimilate with the local population from the first third of the 17th century. At the Ust-Kut airport, small An-24 sits mainly: six times a week, the plane arrives from Irkutsk, twice from Krasnoyarsk; Helicopters deliver people and goods to the north of the region. Ust-Kut is a relatively large transport hub, there is a river port and Lena railway station.

Half of the population of Ust-Kuta is pensioners, and half of working citizens is busy in the forest industry-a large forestry processing company Trans-Siberian Forest Company and other smaller enterprises operate in the city.

The mayor of Ust-Kut Tamara Klimina, in an interview with Medusa, calls the inhabitants of the city "unusable, not touched by the Western trends of the Siberians." “Our people don’t even really want to go on vacation: they have cottages, fishing, hunting - a way that has survived from ancient times. But the youth, who is going to study, rarely returns to the city, ”says the mayor.

According to Klimina, the average wage in the city is 47 thousand rubles, the pension is 14 thousand. “Everyone who comes is noted, looking at the cars that we go around the city, that our level of residence is quite high,” Klimimin says proudly. In winter, expensive cars drive along the roads broken and black from slag - the city authorities are fighting with ice with the help of the production of the Central City Boiler room.

Environmental resistance

Tamara Klimina became the mayor of Ust-Kut in September 2015. She won the candidate from United Russia Yuri Kononov with a minimum advantage of 143 votes. “Unlike Chechnya or Tatarstan, people periodically choose the wrong ones from us,” comments Klimina, the non -partisan supporter of the LDPR - Irkutsk political analyst Sergei Bespalov, commented by the victory. According to Bespalov, Klimin won, including because the United Russia may not put forward a local politician to the mayor’s elections, but the Varangian Yuri Kononov, the former head of the Federal Penitentiary Service in the Volgograd Region. So he was faced with the "resistance of the environment", as Bespalov says.

The founder of the Ust-Kutsk Non-Profit Organization “Center for Civil Assistance”, Alexei Tupitsin, says that former mayor Vladimir Senin stood behind Kononov’s candidate-until 2015 he led the city for 16 years.

According to Bespalov, Senin did not go to the polls in 2015 of his own free will: “Some sins were drawn to him, therefore it was decided to bring another candidate.”

“The city authorities were so confident in Kononov’s victory that a week before the election the candidate had already come to the district administration - almost to accept,” recalls Mikhail Bars, deputy Klimina. According to him, when the townspeople saw this, they "got up and voted against."

Despite numerous violations (according to Barca, on the voting day of Kononov, Kononov’s supporters were caught more than once on the “carousels”), Klimina’s team won with a result of 28.99 percent of the vote, against 28.01 percent of the closest competitor - Kononov.

"I do not suit anyone except our inhabitants"

In the 1990s, Tamara Klimina opened the Lenen-Les Lenza-Les-Les-Les-Les-Lesi Forestry Revolutionary Enterprise-it still works. “It all started with the fact that our enterprise could not purchase an additional area of ​​the forest - a large bribe was required to get it at the auction. I was then outraged by this situation, wrote and published a large article, ”Klimina recalls her first steps in politics.

She elected to the City Duma in 2010 as a supporter of the LDPR. “I already began to protest against lawlessness in power, and the members of the LDPR express their thoughts freely compared to United Russia, so I decided to go from them,” she explains. After five years in the City Duma, she decided to go to mayor, so that, according to her, to destroy the stereotype "An official is not a person."

Klimina says that in the first months of work she saw a large number of “injustices” remaining from the previous administration. “We began to raise documents and found out that in 2004, 49 percent of the airport shares were sold for 280 thousand rubles - in those years a three -room apartment cost so much,” says Klimina. Later, the airport terminal was resold by Yutair for a fundamentally large amount (Mikhail Bars says that "the police and the prosecutor’s office are not interested in clarifying the amount, although we submitted this a statement"). “That is, there is a squandering municipal property: the budget receives a penny, and someone receives very decent revenues. <...> For each of these cases, I write statements to the SK, the police - of course, I do not suit anyone except our residents who intercede for me, ”says Klimina.

During the conversation, Klimin repeatedly emphasizes that money is now worried about her now. “I am an wealthy person, I own several apartments. I already have the age when I don’t want to tear something for myself, I want to give something, because you are standing on the threshold of a different life and already wondering if everything is tied to money in this world, ”Klimina says.

The mayor without tolerance

In March 2016, on the Irkutsk website of Newsbabr (according to the political scientist Bespalov, it often “merges by local security forces”) published a text that stated that the mayor of Ust-Kut Tamara Klimina suffer from schizophrenia and therefore was deprived of their admission to secret documents-the journalists argued that the cup of the protocol with the diagnosis was at the disposal of the editorial office. Klimin filed a lawsuit for the publication for the publication of personal data protected by law, and the article was deleted.

According to Klimina and her deputy Bars, only the chairman of the Ust-Kuts Bureau of Medical and Social Examination Irina Chistyakova could have access to the certificate. Chistyakova is the sister of the former chairman of the housing policy committee Sergey Makarenko, a man from the team of ex-mayor Senin.

After the “drain” of the certificate, the information war against Klimina, which Senin's supporters began during the election campaign, intensified. “They released some newspaper that poured me with mud, wrote complaints to the prosecutor’s office, to the regional government, the governor, even wrote all sorts of nasty things on the fences,” Klimin recalls. According to her, people from the team of the former mayor did not tire of repeating: “Klimin came temporarily. We will return here again, and we’ll shove it. ”

Klimin did not believe in the reliability of the merged into the Internet for some time: I thought it was a fake of authorship of its opponents. Doubts were dispelled when it was time to draw up tolerance to secret documents. “I was called to the FSB and showed a certificate, then it became clear that there really is a record of schizophrenia,” she says.

Schizophrenia is mistaken

In 2000, Tamara Klimina (then Smmyk) due to the diagnosis of “varicose veins and thrombophlebitis, a second disability group was assigned. In 2007, the future mayor of Ust-Kut changed, and she decided to change the certificate. “The new certificate was no different from the previous one. The fact that one more was added to my disease, I found out ten years later from the Internet, ”says Klimina.

The fact is that the record of schizophrenia appeared not in the certificate itself, but in the journal, where employees of the Bureau of Medical Expertise register patients. Moreover, in this document, according to Klimina, there is neither print nor signature. The former management of a medical institution suggested in a conversation with Klimina that in 2007 their employee could make a mistake. It is almost impossible to only correct the error, that is, to remove the disability by schizophrenia, today, according to Klimina, it is almost impossible: “I was requested by documents on the basis of which disability was established. But I don't have them! I never stood and do not register with a psychotherapist. What direction can they give me? This is some kind of vicious circle, ”Klimin is indignant.

“Documents on patients with schizophrenia do not fall into the general registry, but are stored separately - after all, drugs containing psychotropic substances are prescribed for them,” says Klimina, referring to his acquaintance specialist. In a conversation with the mayor, he suggested that drugs could be prescribed under her card for further resale or for personal use.

“From my point of view, this is not a legal business case - legally, all issues have already been resolved there - but political,” Medusa Klimina said.

Closed process

In December 2016, Tamara Klimina decided to join United Russia. “In order to somehow resolve the conflict, to improve relations with the team of the former mayor-after all, they are all in the party in power,” Klimin explains his act. But the mayor did not accept the city political committee of the mayor, and the struggle continued.

On the same days, the Ust-Kuta prosecutor’s office appealed to the court with a request to “prematurely terminate the mayor’s authority in connection with its inability to exercise her authority.” Seven meetings have passed since then - everything is closed. Formal reason - personal information about the health status of one of the participants is announced in the court. “I have already given a receipt that I was not against the disclosure of medical secrets and the secrets of my income,” says Klimina. But in the opening of the process, the mayor was refused.

At the first meeting, the representative of the city Investigative Committee insisted on sending Klimin for examination. In the conclusion of the State Regional Psychoneurological Dispensary, whose experts are criminal for the reliability of the results, it is said that Klimina does not have schizophrenia. But the prosecutor did not agree with the experts and refused to accept the certificate as evidence. At a meeting on March 7, the prosecutor petitioned for a new examination by Klimina, and she will have to be carried out in a hospital - that is, the mayor will have to go to the hospital for 21 days.

“It just so happened that for some reason the prosecutor’s office was involved in resolving political issues,” Medeza, Deputy Mayor Mikhail Bars, explained to Medusa. According to him, the SK has repeatedly stated that the case needs to be closed, but the prosecutor's office would ignore these statements.

Ust-Kutsky Navalny

On February 20, 2017, about 400 people in a city with a population of 40 thousand people went to the streets to support Klimin. The rally was organized by the local NGO "Center for Civil Assistance" and the Department of the Liberal Democratic Party. People came with posters “Hands away from Klimina” and collected signatures under appeal to President Putin with a request to intervene in the situation.

One of the organizers of the rally was the head of the "Center for Civil Assistance" Alexei Tupitsin. He hung in “classmates” - the most popular social network among citizens is a video that has already watched more than 10 thousand people for today. In the video mounted from the frames of the series “Game of Thrones”, the residents of the city called for “not to allow revenge forces to return on the shoulders of a curvature and turn the district budget into a trough for their own saturation.”

The giant Dodge Chrysler car is stupid with the inscription on the rear window “You can’t fight with Ukraine”, according to him, are well known not only in Ust-Kut, but also in Irkutsk. The Ust-Kut-24 site created by the stupid regularly falls into the ten most popular regional media, and the group of publications in Odnoklassniki has five thousand subscribers. “The connection with the population has been established one hundred percent,” Tupitsin boasts.

The Tupucin team not only monitors city news, but also publishes its own mini-investigations. For example, in the fall of 2016, Ust-Kut-24 wrote about an illegal gaming salon located opposite the building of the city prosecutor's office, as well as a warehouse of counterfeit alcohol products-50 meters from the same building. “Not a prosecutor ( the city prosecutor Yuri Butakov acts as a plaintiff in Klimina - approx. Medusa ) all this was roofed, but obviously he was in the know,” Tupitsin is indignant.

To compare the activities of the "Center for Civil Assistance" with the Fund for the fight against corruption, Tupitsin nods and says: "I am also Alexei Anatolyevich." “In general, I am an orthodox Jew, I don’t take a bite, I keep a shabbat,” Tupitsin suddenly admits and, not without pride, indicates a sticker on a computer of one of the employees of the fund: “13:30 - Minha ( daytime prayer in Judaism - approx. Medusa ) - to expel everyone from the office.”

Gossip in the form of versions

According to Alexei Tupitsin-he says that he informally communicates with many local officials-the Ust-Kuta prosecutor’s office sued Klimin due to the “pressure of the region”. The prosecutor of Ust-Kuta Yuri Butakov refused to comment on the trial. “While it is carried out in closed mode, so saying something premature,” he said to Meduza.

According to Medusa, the third party in the process is the government of the Irkutsk region-it fully supported the prosecutor’s claim for the removal of Klimina from the post of mayor of Ust-Kut. But the first deputy head of the apparatus of the governor of Yuzhakov, in a conversation with Medusa, said that the process is only between the prosecutor’s office and the mayor. “We have no right to intervene. The prosecutor’s office made certain claims, the government in no way participates in this case, we don’t even participate in court and do not know how all this is happening there, ”Yuzhakov said.

“The losing gang of the former mayor in good relations with Governor Sergei Levchenko ( took office in October 2015 - approx. Medusa ). Apparently, Senin convinced Levchenko that the people were sleeping and sees when he returned. The head of the apparatus of the governor Dmitry Chernyshov is a native of the prosecutor’s office, according to our information, the wave comes from him, ”Tupitsin told Medusa.

Political scientist Sergei Bespalov confirms that in fact, the governor himself, but the head of his apparatus Dmitry Chernyshov, is engaged in the policy in the region. “All political showdowns are on it. He is the right hand of Sergei Levchenko, his most trusted person. Dima is a former deputy prosecutor of Angarsk, he knows well how our system works. ”

According to the political scientist, the court against Klimina is also similar to the personal revenge of the governor: in 2015, Klimin called her voters to support his opponent, and not Levchenko in the second round of the governor's elections.

After the addition of powers, the former mayor of Ust-Kut, after the addition of powers, was appointed head of the inter-district pension fund-all the interlocutors of Medusa agree that he could hardly have started a war against Klimina alone. “He is not so much an initiator as a person who understands that he needs to be built into a folding situation,” says Bespalov.

Senin himself, in a conversation with Medusa, described his position as "I am not in business." He voluntarily quoted the song of Vladimir Vysotsky: "I hate gossip in the form of versions, they are changing the ruble to them." And he added that in social networks "there is a lot of dirt, scum from either side." Senin complained that if earlier he was called "steadily having immunity to corruption", today the same people say that "the former administration wants to return to the feeder."

The next meeting in the case of the removal of Tamara Klimina is scheduled for March 13.
