The Ministry of Defense will be fined officers for refusing to free up official housing

The Ministry of Defense of Russia plans to fine both current and dismissed military personnel in the amount of 30 thousand to 50 thousand rubles for refusing to free official housing. The draft corresponding amendment to the Code of Administrative Offenses was posted on Thursday on the official information disclosure portal.

The interlocutor of the newspaper Vedomosti in the military ministry explained that the bill is focused on the so-called "managers" officers. We are talking about officers who, after mass reductions during the military reform of 2009-2011, remained "at the disposal of the command: that is, they did not have a specific position, but were not dismissed from military service. They received monetary maintenance without the allowances due to the service, but they were not required to go to the service. According to the ministry in order to maintain such a situation that is beneficial for them, many of the "managers" refused the housing provided upon dismissal. According to the Ministry of Defense, at the end of 2016, the number of "managers" exceeded 3,000 people.

Meanwhile, as the former officer of the Ministry of Defense emphasizes, far from all those who do not want to leave their official housing, the dismissed officers are malicious tuneida: usually housing is given away from the place of service, which creates serious problems both with the search for work and the studies of children of such retirees. The time to solve these issues is given enough, they object to the ministry.

Recall that in 2015 in Russia a law was adopted on the dismissal of military personnel "abusing the right to housing." At the same time, dismissal from service from such military do not remove the status of those in need of housing.

The law on the restoration of the "lieutenant mortgage" entered into force

On March 10, Rossiyskaya Gazeta published amendments to the legislation that allow military personnel to resume participation in military mortgage programs upon returning to the service. We are talking about the so -called lieutenant mortgage - a cumulative -mortgage system that allows accumulates for housing during service in the army.

As the publication explains, a new contract becomes the basis for re -joining the mortgage. If the military refused the service for a good reason - the staff reduction, the state of health or family circumstances - and did not manage to or could not use the accumulated mortgage means, then upon returning to the service this money will be restored to its accumulative account. New money tranches will come to it (this year such a tranche is 260 thousand rubles).
