In Yuzhno-Sakhalinsk, the trial of the ex-governor of the Sakhalin Region Alexander Khoroshavin began. In the case of 10 episodes, in the materials of the investigation, 522 million rubles appear as bribes and 77 million rubles - as "legalized funds".

And long before the start of the process, everyone predicted increased interest in it. Therefore, the hall for meetings was allocated in the building of the regional court. And the forecasts were justified. On the first day of the trial, a full house occurred. Numerous journalists of local and central media before the meeting were in a hurry to photograph Khoroshavin, who was introduced to the meeting room in handcuffs.

The next day, Khoroshavina, Ikramov and the head of the secretariat of the Government of the region Vyacheslav Gorbachev were transferred to Moscow. A little later, Sergey Kipkin and Nikolai Borisov were detained.

There was another alarming signal for Alexander Khoroshavin. In September 2014, information leaked that the Sakhalin businessman Nikolai Kran was detained and transferred to Moscow. Koshererov himself and his family fled to Canada. The crane was the founder of several construction companies. He owned 99 percent of the largest regional Sakhalin bank - the Pacific VTB. It was obvious that over and over again the businessman who received billion state contracts can tell a lot about his patrons in the regional government. When in December 2014 the taps were released from the pre -trial detention center under house arrest, everyone realized that he spoke.

However, the fact that the Kranovsky compromising evidence will sweep the governor himself, then few could have imagined in the region.

In January 2015, Alexander Khoroshavin held a traditional press conference and he was asked if he would run for a new term in 2016. Khoroshavin replied that there were negotiations on this subject with the presidential administration. Almost all two years that the investigation lasted, Alexander Khoroshavin spent in a pre -trial detention center in Moscow. During this time, he divorced his wife, his family lost more than a billion rubles - it is confiscated in state revenue. One of the main witnesses of the prosecution Nikolai Kran died.

The ex-governor, Andrei Ikramov and Sergei Kapkin was brought to Sakhalin for the trial on April 14. Placed in a local pre -trial detention center in single cameras. Preliminary hearings were closed. He was the only one of the accused partially pleaded guilty. All this confirms the rumors that Borisov went to cooperate with the investigation and actively testified.

She is accused of illegal operations to allocate Green Agro funds, which implements another project - this time the construction of a dairy megaphafer.

Judging by the investigation materials, the governor received rollbacks from almost all the large Sakhalin projects implemented at the budget account. There are indications that he was paid by companies engaged in the construction of the Transkhalinsky highway Yuzhno-Sakhalinsk-Oha. Builders who built housing for the housing, according to investigators, gave Khoroshavin 10 thousand rubles per square meter. Thus, Sakhalin Engineering transferred 10 million rubles to the governor. The company gave even more for the right to build the largest and most expensive school in the Far East - the gymnasium No. 3 cost the budget more than a billion rubles and, according to investigators, 125 million of them personally left the governor.

At the trial, long -standing scandalous Sakhalin stories sounded in the new context. Back in 2011, the city had a noticeable indignation at the construction of the Crystal Ice Palace. Ecologists were outraged by the fact that for the construction of the palace, the forests had to be cut down and the Red Book Aralia suffered. And social activists were outraged by the cost of the object. It cost more than two billion rubles to the budget, although similar sports complexes in neighboring regions were built three times cheaper. Now it turns out that, according to investigators, Khoroshavin’s rollback for Crystal amounted to 66 million rubles. The palace, by the way, began to flow from the first days, and this year there even had to be canceled by some matches, because the water flooded the hall.

The process over Khoroshavin attracts no less names than the names of the accused. In court, with the testimony against the ex-head of the region, the general director of Sakhalin Engineering, Roman Alperovich,-deputy of the City Duma of Yuzhno-Sakhalinsk with great political ambitions, as well as Andrei Sorman, a deputy of the regional Duma, who previously headed the company "Sphere", and the head of Aurora Aurora (the air carrier received generous Subsidies from the budget and in a couple of years “rolled” the governor, according to investigators, 870 thousand dollars). Other prominent politicians and businessmen are waiting.

But whether their public will hear, it is not yet clear. The first witness, fish producer Anatoly Osadchiy, who, according to him, paid Khoroshavin and Kapkin 12 million rubles for the right to make salmon fishing, asked the court to close the process for the media. He stated that threatening SMS came to him and therefore he asks for his testimony to be heard only by the participants in the process. The prosecutor supported his petition and even more - asked to make the whole process closed. The judge agreed with the request of Osadchy and closed the meetings at which it was he who testified, but left the whole process open. However, it is possible that everything will change.

The accused also opposed the closure of the meetings. According to them, the maximum openness and publicity for them is the only chance of justice.

- I worked on Sakhalin, held a high position here. I always tried to be open. Information and publicity is the most reliable tool for me. Both the testimony of this witness, and the process as a whole cannot be closed. I see the sediment for the first time, maybe he was present at some meetings, but I did not identify him. And about what he accuses me of, I learned only on June 20, 2016, ”said Alexander Khoroshavin at the trial.

In the materials of the case, references to him disappeared. On the bench of the defendants

There is another intrigue about witnesses in the case. The fact is that a significant part of the charges are built on the testimony of the former head of the secretariat of the Government of the region Vyacheslav Gorbachev. He was transferred to Moscow with the governor. But what happened to him later is unknown. In the indictment, his name is mentioned almost more often than others. It was Gorbachev, according to investigators, he worked as a courier - he delivered cash from businessmen to the governor. But in the materials of the case, references to him disappeared. He is not in the bench of the defendants. Lawyers say that, according to their data, all criminal prosecution of Gorbachev was discontinued and that he stipulated Khoroshavin, Kepkin and Ikramov in exchange for immunity.

“I will not be surprised if he does not appear in court.” By law, he is obliged to testify, but I am sure that the prosecutor’s office will only read what Gorbachev wrote earlier. There will be dozens of prepositions - fell ill, caught a cold so as not to bring him to the courtroom, ”says Yuri Suyumov, lawyer Andrei Ikramov.

Along with the testimony of Gorbachev, the accusation is built on the data of the wiretaps of the governor and his close associates. The defense will try to exclude them from the materials on the grounds that the special services did not have the right to listen to the negotiations of Alexander Khoroshavin, as a person who had a high degree of secrecy to materials.

The defense accuses the judge and the prosecutor of the fact that they "drive" the process. "The materials are not investigated, the content of the documents is simply announced. With the same success, you can simply read the inventory of the case and make the verdict," the lawyers say. The prosecutor, in turn, accuses the defense of trying to drag out the process to infinity.

There is little hope for a positive outcome of the case. They are sure that the city and regional court will pass convictions. They count only on the Supreme Court.

She did not leave a woman accused of stealing thousands of rubles from her purse under the subscription, but sent to a pre -trial detention center.
