
Two controls of the Ministry of Internal Affairs - in combating extremism and to ensure the safety of persons subject to state protection - may soon be transferred to the structure of the Russian Guard. It is reported by Rosbalt with reference to some sources, "well -known with the situation."
According to the agency, the project proposed by Rosguard itself found support in the Kremlin. “The fight against extremism and state protection are functions that are extremely close to areas of the Rosguard, which were determined during its creation,” explained one of the interlocutors of Rosbalt.
The agency does not exclude that the powers of both departments after transferring them from the police department to the special service will expand significantly. In addition to counteracting extremism and state protection, these structures can also impose the fight against terrorism and leaders of criminal communities.
The Russian Guard will receive the right to conduct operational-search activities that have not been endowed now. As noted, the possibility of granting her such a right was discussed even when the special services are formed. Otherwise, supporters of such a decision stated, the Russian Guard would not be an effective structure. Nevertheless, the Law on the formation of the special services of the right to conduct operational-search measures and has its own agents for the Russian Guard.
The Main Directorate for Combating Extremism of the Ministry of Internal Affairs was formed by decree of President Dmitry Medvedev dated September 6, 2008 on the basis of the Main Directorate for Combating Organized Crime. In the regional heads of the department, instead of the departments of the Organized Crime Control Department, centers of counteracting extremism (CPE, or centers "E") were formed. These structures are persecuted by political and civilian activists, in particular, arranging provocations against them and factory criminal cases.
