On November 21, 2016, the Proletarsky District Court of the city of Rostov-on-Don found Yevgeny Bessonov, deputy, head of the Communist Party faction in the Legislative Assembly of the Rostov Region, guilty of violating Part 1 of Article 20.2 of the Code of Administrative Offenses (violation by the organizer of a public event of the established procedure for organizing it). Yevgeny Bessonov was fined 10 thousand rubles. This was reported on March 13 on the website of the Communist Party.
An administrative case was filed against the deputy after a rally that took place in the city on November 7, 2016 and was dedicated to the 99th anniversary of the Great October Socialist Revolution. At the rally there were speeches telling about the problems of deceived equity holders, the struggle of miners with non-payment of wages, and the housing and communal services system was also criticized. According to the judge, these speeches do not relate to “drawing attention to the historical events of 1917”, which means that the rules of the event were violated.
