The Main Directorate for Combating Extremism of the Ministry of Internal Affairs was formed by decree of President Dmitry Medvedev dated September 6, 2008 on the basis of the Main Directorate for Combating Organized Crime. In the regional heads of the department, instead of the departments of the Organized Crime Control Department, centers of counteracting extremism (CPE, or centers "E") were formed. These structures are persecuted by political and civilian activists, in particular, arranging provocations against them and factory criminal cases.
