The M-Shelp application helps to adapt migrants in Tatarstan

In April 2016, M-Shelp mobile application was launched in Kazan to help and adapt migrants. The application was developed at the initiative of the Kazan organization "New Age" with the support of the All -Russian public movement "Civil Dignity" at the expense of the presidential grant.

Ruslan Shekurov spoke coordinator of the greenhouse of social technology in Kazan with the general director of the New Century Lilia Taisheva about how the initiative of such a project came and how useful it was for migrants.

M-Shelp application It has a desktop and mobile (Android) version. With it, migrants have access to legal information, information about available medical and social services. Also in the application, special capabilities of user forwarding to other information services for migrants were created, for example, to the form of entry on an appointment with the Commissioner for Human Rights in the Republic of Tatarstan .

The history of the creation of the project

In 2013, the New Age Organization suggested that migrants arriving in Tatarstan need the most accessible information on how a social sphere is organized in the republic.

The results of the preliminary study were as follows:

• 55% of newly arrived migrants in 2014 are users of smartphones and messengers of WhatsApp and Viber. That is, for many migrants, contrary to all stereotypes, the basic platform for obtaining information was the Internet.
• In 2013, more than 50% of migrants did not know the laws of the Republic of Tatarstan and the Russian Federation, their rights and obligations;
• 35% needed legal information;
• About 14% of migrants surveyed in Kazan indicated legal problems;
• 8% of migrants indicated a poor attitude towards them in society;
• 12% of migrants indicated the lack of assistance by the embassy, ​​fraternity, diaspora;
• 19% - the share of the correct answers among the interviewed migrants on health protection issues;
• 34% of migrants did not know where to seek medical help in Kazan;
• 75% of migrants had no medical insurance policy.
  

  “We analyzed the market and saw that there were applications for migrants. For example, “they are waiting” or a dating application for diasporas belonging to a Muslim denomination. To confirm the opinion, we attracted the apparatus of the Commissioner for Human Rights of the Republic of Tatarstan and conducted an express assessment of the situation. ” Lilia Taisheva.

Why M-shelp is a non-standard and innovative application?

The M-Shelp application is free and has an easy registration system: for a smartphone on automatic scanning of the ID of the device itself, for a desktop version through an indication of the phone number.

“The application provides the connection of migrants with state and non -state assistance services. The peculiarity of M-shelp in its accessibility for an unlimited circle of users, integration with real services to migrant assistance, the possibility of online counseling and its multilingvity-the application works in 3 languages: Russian, Uzbek, and Tajik. In 2017, the application will also appear English, Armenian, Kyrgyz, and, possibly, Azerbaijani. ” Lilia Taisheva.

The use of the M-Shelp application allows, through the subscription system, to have a connection with a large number of migrants that are not available to public services, conduct preventive information work with them to prevent offenses, monitor trends in this environment and ultimately help prevent the socio-non-negative consequences of migration.

“Modernization, technical support, the ability to use the application in different languages, the addition of the regions from where migrants come to us - these are routine tasks that we set for ourselves. Adding languages ​​and objects to an interactive map are made taking into account the requests of the target group. An important task for the development of the service today we consider an increase in the coverage of users of the application, including due to the active promotion of migrants in countries. ” Lilia Taisheva

The results of the project

The organization "New Age" also organized in the Republic of Tatarstan a complementary stationary service with a mobile application - full -time free and anonymous consultations of medical specialists, social workers and lawyers. Consultations are held in a low -spray center for vulnerable groups of the population and consultations of a social worker at 54 Korolenko.

Over the 9 months of the project in 2016, 2350 visits to the low -spill center were recorded, 800 traditional full -time consultations of a lawyer and 440 consultations of the therapist were held. From the moment the application is launched , 1038 users of the application have been recorded and more than 170 thousand views of the thematic sections of the application. Through the profiles of specialists in the field of law and healthcare, 160 online consultations were carried out.

“After the financing is completed, the application with existing functions will be available to users in the virtual space, but to modernize, technical support and ensure the functioning of additional stationary services, funds are required.
