He is suspected of embezzlement of funds allocated for the construction of a new Kresta-2 pre-trial detention center in Kolpino.
A criminal case has been instituted against Kudrin under part 4 of Article 160 of the Criminal Code (embezzlement on an especially large amount). According to the investigation, from 2007 to 2015 between GSK OJSC and the GU FSIN in St. Petersburg and the Leningrad Region, a state contract was concluded and additional agreements for it for the construction of Krestov-2. The construction company received more than 12.273 billion rubles as a payment of work.
"However, the suspect in violation of the terms of the state contract and additional agreements did not organize the fulfillment of work on them in full, and the money in the amount of 56 million 645 thousand rubles abducted, disposing of them at his discretion," the message said. Now the issue of choosing Kudrin is being decided by the preventive measure and charges him.
The Krestov-2 investigative insulator has been built in the Kolpino district of St. Petersburg since 2007 . The terms of its delivery were repeatedly postponed. The general contractor of the construction of OJSC General Construction Corporation and subcontractor Petroinvest LLC filed bankruptcy claims to the Arbitration Court of St. Petersburg and the Leningrad Region.
On the night of March 3, in the Vsevozsky district of the Leningrad region, unknown people shot the car of Lieutenant Colonel of the St. Petersburg department of the FSIN Nikolai Chernov. The officer received eight wounds in the neck, shoulder, chest, hand and stomach.
On the evening of March 5, on suspicion of organizing an assassination attempt, the head of Chernov, Colonel of the FSIN Sergey Moiseenko was detained. The court placed him in custody. On March 9, the Investigative Committee opened a criminal case of fraud when laying the road to the pre -trial detention center under construction. The state contract for the amount of almost 16 million rubles was concluded between the regional department of the FSIN and the Federal State Unitary Enterprise "Construction Management in the NWFO" owned by the same department. In September 2016, an advance was transferred to the contractor in the amount of more than 4 million 750 thousand rubles.
"In December 2016, unidentified persons, acting on behalf of the contractor, presented the acts of allegedly completed work under the contract in full at the amount of more than 11 million 104 thousand rubles to the customer. After that, the customer transferred these funds," the SKR said. Meanwhile, the road to the insulator is not built. Thus, "unidentified persons" stole at least 12.2 million rubles, noted in the TFR. The case was opened in part 4 of Article 159 of the Criminal Code (fraud committed by an organized group on an especially large scale).
