According to Ruslan Khamkhokov, the head of Petroinvest, the general subcontractor, the contract for the manufacture and installation of locks, at the insistence of the deputy head of the regional department of the Federal Penitentiary Service Sergey Moiseenko (in 2017, he was arrested in the case of the murder of his subordinate), was transferred to another company - StroyTechInvest.
The new subcontractor installed doors in the cells, but did not put locks in them, while demanding payment for the work. According to Khamhokov, Petroinvest transferred the money (10 million rubles) after StroyTechInvest provided documents stating that the “secret locks” had been made and would be stored in the regional correctional colony No. 4 until installation. the institution was signed by the head of the general construction contractor, GSK, Viktor Kudrin (detained in 2017 for embezzlement).
According to Khamhokov, a few months later Kudrin filed a lawsuit to recover money from Petroinvest for the manufacture and installation of locks. In February 2017, the St. Petersburg Arbitration Court ordered the company to return ten million to GSK. Petroinvest intends to appeal this decision.
