President Vladimir Putin allowed the Ministry of Defense without a competition to transmit to the National Ecological Operator (NEO) - the “daughter” of the Rostec State Corporation - written off weapons, military and special equipment (VVST), as well as scrap metal. The publication got acquainted with Putin’s letter from the Minister of Defense Sergei Shoigu and the head of Rostec, Sergei Chemezov, in which it is proposed to transfer to the “daughter” of Rostec “Rostec” VVST at the balance sheet value, and scrap metal by market. As Shoigu and Chesters write, this will reduce budget expenses for the maintenance and storage of scrap, and will also ensure “environmental safety” during the elimination of the written -off VVST samples.

The authors of the letter also note that the federal program for the disposal of military equipment was not enough until 2020, and therefore, the newspaper, Shoigu and Chemezov writes an agreement on interaction on the integrated disposal of VBIST, which allows "without attracting budget funds to free up the storage of scrap."

According to the source of Kommersant in the department, thus the Ministry of Defense will be able to “part with almost 270 thousand tons of scrap metal according to the most convenient scheme” and “without a catastrophic bureaucracy”.

At the same time, notes the publication, earlier Shoigu said that for the delivery of equipment it is necessary to conduct a separate competition for each unit.

The newspaper also reports that Rostec wants to get the entire military scrap, which the structures of the Ministry of Defense have been sold since 2014 on the site of the Russian auction house (RAD). In 2016–2017, he was glad to sell a scrap of 3.5 billion rubles with an exceeding the starting price by an average of 25%, Kommersant adds.

The desire to “Rostec” to do the disposal of VVST became known in May 2016. Then the state corporation wanted to extract spare parts from VVS to subsequent processing and use. There was no talk of a monopoly, the newspaper notes.
