
The government’s economic bloc discusses the option of returning sales tax within the framework of tax maneuver, writes Vedomosti with reference to federal officials.
According to the newspaper, after the introduction of a control control equipment (CCP), it will be easy to administer. The tax can be an alternative to the Ministry of Finance of the Ministry of Finance to reduce the insurance premium to 22% and increase VAT to 22%.
According to one of the interlocutors of the publication, this is not about the classic tax on sales, but about the trade fee, which will allow sellers not to allocate it in the check and not increase the price by the amount of tax. The collection, the source clarifies, should not exceed 2-3%.
He also added that the growth of VAT rate will increase the load on all and distract the working capital, while the collection will only affect retail.
Moreover, the newspaper writes, the collection format is already in the Tax Code, and it will allow you to circumvent the decision of the Constitutional Court, which in 2003 recognized the charging tax from sales from the value of goods that are bought by individual entrepreneurs in 2003.
The idea is also discussed to enroll part of the fees to local budgets, says another official. In this case, the municipalities will be interested in installing new cash desks in retail. Nevertheless, the interlocutor said, the offer will work only in case of “complete confidence” in the normal work of the cash desk.
The new law on cash registers provides, among other things, the transition to a capable of connecting to the KKT Internet, which in electronic form transfers information about cash and non-cash payments through the fiscal data operator to the tax authorities.
Since July 2017, the use of a new CCP will become mandatory for the cash desks already using, and from July 2018 - for those who are now not obliged to have a cashier.
Sales tax was introduced twice in Russia - in 1991 and in 1998. From January 1, 2004, the tax is not levied after the decision of the Constitutional Court.
