As a justification for the refusal, the allegedly committed violations were given when visiting places of forced content of the Sverdlovsk region and Karelia:

I believe that in this case, on the part of the author, there is an attempt to change the cause and investigation, to put the situation from the sore head to a healthy place.
So, in the chamber of TsVSIGG. Petrozavodsk I asked the persons who were released there about the conditions of detention in the FCU IR No. 7. 1) carefully study the practice of compliance with human rights in places of forced content of the Chelyabinsk region, if the Ministry of Internal Affairs of Russia is there, what to hide.
2) it is more rigid to raise the question of the suppression of violations identified in the places of compulsory content before the Ministry of Internal Affairs of Russia.
3) to offer the Russian Ministry of Internal Affairs when visiting such places to send employees who have a positive experience of interacting with the HRCs, not prone to intrigue, distortion, fantasy.
