The university intends to appeal the decision in the appeal. The decision will enter into force only after the appeal is consideration. ”

And two days before, last Saturday, graduate students of the university, together with the teachers, took part in the mass rally on the Marse Field in Protection of the Culture and Science of St. Petersburg. The fact that the educational process in EU is threatened with serious problems has been known since December 2016. Then, at the request of Rosobrnadzor, who had been inexpensive inspections from last summer at the university, the license was suspended before the arbitration court in Moscow-this meeting was supposed to take place in mid-February 2017. And then the Committee of Property Relations of the Administration of St. Petersburg unilaterally terminated the lease agreement for the building of the Palace of Kushelev-Bezborodko on Gagarinskaya Street. The university challenged this decision in court, and in January 2017, the Arbitration Court of St. Petersburg and the Leningrad region prohibited the management of the Federal State Registration, Cadastre and Cartography of St. Petersburg to register the termination of the university’s lease on Gagarinskaya Street on the grounds that these actions can “lead to a significant damage to the applicant”.
The issue was postponed before the court decision on the educational license. The Moscow Arbitration Court sided with Rosobrnadzor (the appeal of this decision will be considered on March 27), he was followed by the Petersburg arbitration, and now, after deprivation of the license, EU literally risks being on the street.
According to Sergei Privalov, a lawyer of the SSP-Konsult company, representing the interests of the European University, now the supervisory authorities have two main claims to the university: one is a violation of the rules of certification of employees, the second is an insufficient number of practitioners. At the same time, the Revenskaya judge, as the lawyer explained, was more occupied by the question whether the university correctly made a report on the elimination of violations discovered by Rosobrnadzor.

“The formal approach triumphed, the judge did not consider the case on the merits - there is a violation or not, she considered how the papers submitted or did not satisfy Rosobrnadzor, ” Oleg Kharkhordin, rector of EU, commented on the court’s decision. - The judge said that, probably, Rosobrnadzor was right that the tables that we now painted with felt -tip pens in large letters on large sheets of Watman, when we presented them to Rosobrnadzor, were not clear to him. She made a quick decision, without going into the essence, without listening to our arguments. Now we are engaged in appeal and hope for a court that will be guided by the spirit of the law, and not act on the principle - the official is always right.
EU has a month to file an appeal, and, according to NT, now the university lawyers are actively preparing it.
