Strategic nuclear forces in priority will be equipped with new weapons. This was stated by President Vladimir Putin at the ceremony of presenting him to the highest command posts of officers, the Kremlin press service reports .
"We will continue to develop the country's defense potential, equip all types and kinds of troops with the armament and technique of a new generation. First of all, this applies to strategic nuclear forces. Before the end of 2020, their equipment with modern weapons should exceed 60 percent, and 90 percent in separate parameters," the president said.
Putin also stated that by 2021 the stroke potential of high -precision weapons should increase four times.
Meanwhile, on Thursday, Foreign Minister Sergei Lavrov at a lecture at the Military Academy of the General Staff said that the time had not yet come for a complete refusal of nuclear weapons. “Recently, efforts have been significantly activated to force nuclear states to abandon nuclear weapons. It is absolutely clear that the time has not yet come for this,” said the head of the Ministry of Foreign Affairs.
Lavrov also noted that the possibilities for further bilateral abbreviations of nuclear weapons from the United States are currently exhausted. “We are ready to discuss this topic based on the growing relevance of this process of a multilateral nature,” the minister emphasized. “We are ready to discuss the possibilities of further phased reduction of nuclear potential, but only taking into account all the factors that determine strategic stability, and not just the number of strategic offensive weapons.”
On February 21, the head of the Ministry of Defense Sergei Shoigu said that the development of strategic nuclear forces remains the "unconditional priority" of the protection of the national interests of Russia. "The presence of nuclear weapons in Russia provides guaranteed restraining aggression against it from any foreign state," Shoigu said.
The Minister of Defense emphasized that strategic missile forces are equipped with modern missile systems, the Navy receives new atomic submarines with ballistic and cruise missiles, and Tu-160 and Tu-95ms strategic aircraft are actively modernized. At the same time, Shoigu noted that the role of nuclear weapons in containing a potential aggressor will decrease due to the development of high -precision means of defeat. Shoigu also noted an important role of general -purpose forces, the development of which, according to the minister, is given the closest attention.
In October, the speaker of the Federation Council Valentina Matvienko said that the government could revise the budget priorities in the direction of reducing the costs of defense and increasing expenses for social needs, but this should not lead to a decrease in the country's defense capacity . “Social obligations to the population, social expenses are an unconditional priority that is not discussed,” said Matvienko. “Of course, it is possible to optimize expenses everywhere, but as for defense, optimization is possible only to those limits that will not allow us to weaken the defense capabilities of our country. In the conditions in which we are in, this is one of the important and main priorities.”
The new innovative developments and technologies that appear at the enterprises of the military-industrial complex in the whole world are then being introduced in other sectors, the speaker of the SF noted. "You can’t cut the chicken that carries eggs, especially gold. The military -industrial complex must be developed and maintained," Matvienko said.
So the Speaker of the SF commented on the words of the ex-Minister of Finance, the head of the Center for Strategic Development Alexei Kudrin. He noted that the Russian budget needs a change in priorities - a reduction in expenses to the defense complex and increasing the costs of infrastructure, medicine and education.
