In Russia, they may prohibit the sale of apartments without decoration

The Ministry of Construction of Russia may make a legislative initiative on the ban on the sale of housing in new buildings without finishing. This was announced on Thursday by the Minister of Construction and Housing and Public Utilities of the Russian Federation Mikhail Men.

He noted that this ban will set the right direction for the development of the housing market. “It often happens that after delivery of the house, people have to endure the noise of repairs and building garbage in the porches for several years. This is not entirely correct,” the minister, who is quoted by Interfax quoted.

Men explained that so far this is only an initiative that needs to be discussed with the expert community, developers and architects.

Market experts have recently more and more often indicate that the benefits of acquiring an object with a decoration from the developer are becoming more obvious: in particular, in the economy class, the delivery of a turnkey apartment adds to an average of five to nine rubles per 1 sq. m, while individual repairs will cost two to three times more. According to realtors, last year the number of objects with ready -made decoration compared to 2015 increased by 33% in Moscow and almost 30% in the suburbs.

We add that last fall, the head of the Ministry of Construction said that in Russia it is necessary to refuse the house of "Economy Class" and switch to "standard housing".

A complete ban on apartments without finishing is not planned yet

The Ministry of Construction of the Russian Federation is studying the possibility of introducing measures to increase the volume of renting apartments in which there is already a minimum repair, but there is no question of the legislative ban on the sale of apartments without decoration. This was reported by TASS with reference to the press service of the ministry.

"The Minister of Construction and Housing and Public Utilities Mikhail Men said that the Ministry of Construction has been studying the possibility of increasing housing with minimal finishes, but no legislative initiative is being discussed yet," the Ministry of Construction said.

"In many European cities, there is a certain criterion, how much housing can be presented with a minimum finish, and how much with Chernova. So far, experience is being studied, and there is no draft about legislative initiatives, even no draft," the Ministry of Construction added.

As noted in the ministry, today in Russia the volumes of renting housing with minimal decoration are very small. "Very often, people complain that they buy housing in new buildings and then live for five to seven years in the conditions of repair. This was the reason for the discussion of this issue," the department explained.
