
Without infusions from the federal budget, the city will not cope with the problem: the resettlement of barracks disfiguring the city landscape requires another 4.3 billion rubles. Now the total area of the emergency housing fund, recognized as such after January 1, 2012, is 79.2 thousand square meters in Novosibirsk. These are 139 apartment buildings that no longer fall under the federal program, which ends in September 2017.
Recall that from 2007 to 2016, 242 dilapidated and emergency apartment buildings were settled in Novosibirsk. 2 billion rubles were allocated from the federal budget for these purposes, the co -financing of the city and regional budgets amounted to 2.3 billion rubles.
As the chairman of the Council of Deputies of Novosibirsk Dmitry Asantsev noted: “ In September, the federal law No. 185-FZ, which is a significant help in the resettlement of people from the dilapidated and emergency housing fund, ends. In this regard, we initiated this appeal to draw attention to this issue in the federal center. This is not the first such appeal of the Council of Deputies of the city of Novosibirsk to the Government and the State Duma-we started back in 2006, before the adoption of Federal Law No. 185-FZ. We did the last appeal at the end of 2011, also with the initiative to extend the program until 2017. I think that other regions will support us - such a problem is on the agenda not only with us. People from the so -called "huts" need to be resettled. However, the necessary amount - and this is more than 4 billion rubles - today neither the regional nor the city budgets have . ”
The situation is aggravated by the fact that large management companies began to refuse to maintain a dilapidated and emergency housing fund. The deputies also considered this issue at the session.

In 2017, the Criminal Code had already abandoned 450 apartment buildings. Soon, more than 270 “refuseniks” can be added to the abandoned houses. Temporary managing organizations are responsible for their maintenance, which will serve houses until the competition is determined by the competition. Such "abandoned" dilapidated huts are most in the Pervomaisky, Leninsky and October districts of Novosibirsk. For comparison, last year the “burden” for the Criminal Code was only 176 dilapidated and emergency apartment buildings.
Management companies can take dilapidated houses back to service, but only if the direct management circuit is transferred, in which each owner personally concludes all the contracts for maintenance, as well as the supply of utilities with resource -supplying organizations.
The problem for the Criminal Code is not only low tariffs, but also high fines that accompany the service of emergency barracks. Low tariffs and dilapidation of houses do not allow them to contain them in normal condition. Owners write complaints to GZHs, which ends with penalties for the Criminal Code. But after the transition to the direct management scheme, the GZHI will not be able to fine the Criminal Code anymore, since the companies move into the category of the maintenance organization.
