
On Saturday, a list of instructions appeared on the government’s website based on the results of Prime Minister Dmitry Medvedev with truckers, as well as comments by Deputy Prime Minister Arkady Dvorkovich: he promised to reduce the bureaucratic load, automatically provide deductions from transport tax. This happens on the eve of the All -Russian strike stated on March 27 against Plato - a system for charging a fee for travel of heavy trucks along federal highways.
Dvorkovich in his commentary explains the instructions formulated by the results of the meeting and approved by Medvedev.
Firstly, the Deputy Prime Minister promised that the use of funds received from the Plato payment system will be put under public control: "Key facilities of the federal road network, which will be financed, will be selected on the basis of offers of the carriers themselves."
In addition, the prime minister also instructed that all funds only go to the repair and construction of federal roads, and not for other facilities. "Another key point: the bureaucratic burden on carriers will be reduced, namely, the automatic calculation of deductions from the transport tax will be provided and the need to submit documents by carriers to the tax service by the carriers."
At the same time, Dvorkovich emphasized that the issue of raising the tariff will not be reviewed: from April 15, instead of double indexation, the cost will increase by only 25% and amount to 1.91 rubles. “This is done due to the fact that we understand the shortcomings of the system and the need to bring its quality to a higher level, as well as solving a number of related issues related to the functioning of the entire freight automobile transport market,” Interfax quoted as Deputy Prime Minister.
The government promises that other proposals of carriers will be considered, in particular, the use of discounts when calculating the size of the board for carriers with a high mileage. They will also think about state support for leasing, the regulation of the headquarters, and the improvement of weight -hawk control systems.
The Plato system is valid since November 15, 2015. A fee, required for all heavy trucks from 12 tons, is charged both from Russian and foreign transport and is sent to the Federal Road Fund. Currently, fines for traveling along the federal highway are five thousand rubles and 10 thousand rubles - for repeated violation during the year.
