Recall that the history of the construction of the new residence of President Vladimir Putin in Novo-Ogarsky began on December 13, 2012. On this day, the Federal Security Service entered into a contract with ATEX subordinate to it for 5.7 billion rubles. It was such an amount that was supposed to go for the design and construction of a garage, a hotel with a sports hall, an hangar for equipment, commandant’s office, boiler room, a checkpoint and a home of the country's first person.

On the same day, CJSC Stroyfasad, judging by the documents (is available to the editorial office), received a subcontract from ATEX for the construction of Object No. 53. Address: Moscow Region, Odintsovo District, Novo-Ogarsevo. This is the code number and address of the official residence of President Vladimir Putin. The amount of the contract and the terms of reference coincide with the order of the Federal Security Service. This fact also confirms the Stroyfasada agreement with Bau-Med LLC (is at the disposal of the editorial office).

Corruption vertical in uniform

In March 2016, a series of high-profile arrests took place: the director of the Federal State Unitary Enterprise Center “Restoration” of the Ministry of Culture Oleg Ivanov, the manager of Baltstri, Alexander Kochenov, Director of Baltstra, Dmitry Sergeyev and adviser to the general director of Linnit-Konsult, Nikita Kolesnikov, fell under the investigation. The investigation believes that the Deputy Minister of Culture Grigory Pirumov with accomplices received a rollback (in the official language-“overestimated the amount of the contract”) for restoration work at four facilities: in the Museum of Cosmonautics, the Pskov Drama Theater, in the John-Presidential and Novodevichy monasteries.

Baltztri JSC interacted for many years with a commercial unit of the FSO of the Russian Federation - FSUE “ATEX”. It was the Ausks who received the state of the restoration and transferred them to the subcontract of Baltztroy JSC and CJSC Stroyfasad. Dmitry Sergeyev is a close friend of Stanislav Kuner, who occupied the office of the Deputy Director of FSUE “ATEX” until August 2013.

Sergeev and Kühner come from St. Petersburg, classmates and partners in business for many years. They were co -owners of small companies - Tfdekor, Petrodecor, Technoflot. In 2003, we met the St. Petersburg businessman Dmitry Mikhalchenko, who attracted them to work at Baltstrya JSC, Stroyfasad CJSC and Stroykomplekt LLC.

Dmitry Mikhalchenko is a businessman in a completely different order. In the late 1990s, he met Nikolai Nessov, Major General of the FSB retired. Thanks to the connections of Nedodov, Mikhalchenko succeeded: if the leader of the Tambov organized crime group Vladimir Barsukov (Kumarin) was called the "night governor" of St. Petersburg, then Mikhalchenko became the governor "24 hours".

Director of FSUE "ATEX" Andrei Kaminov is a close friend of Dmitry Mikhalchenko. They have known each other for a long time: Mikhalchenko became the godfather of the son of Kaminov, attracted him to work in his structures - both in the FSB assistance fund and the forum holding company.

In 1997-1998, the patron of Mikhalchenko Nikolai Nedov served together with Evgeny Murov in the Federal Penitentiary Service in St. Petersburg and the Leningrad Region-both were deputy chiefs of the department. And in May 2000, by decree of the new President Vladimir Putin, Yevgeny Murov was appointed head of the FSO of the Russian Federation.

Kaminov came to ATEX in 2008, Küner - three years later. And so the vertical of Murov - Udodov - Mikhalchenko - Kaminov - Sergeev - Küner began to earn. While Cuer was responsible for holding contests (tenders) in the commercial structure of the FSO of the Russian Federation, Baltstroy JSC and Stroykomplekt LLC Sergeyev-Mikhalchenko won the most “fat” tenders and received the largest state contracts from Ausks. And how can you not win here when all the competitors at the competition are your company?

Among the objects of ATEX-the granutable chamber, walls and towers of the Moscow Kremlin, the Solovetsky Monastery, the building of the Admiralty in St. Petersburg. In 2015 alone, Stroyfasad received orders from the state by 740 million rubles, and Baltztra - almost 7.8 billion rubles. Building in a country where no matter where - the secrets of the Motherland and its own secret communications is an exceptionally profitable matter. Unless, of course, you have a tolerance to secrets. ATEX and his adjacent people had it.

In August 2014, Patriarch Kirill discovered that during the restoration of the Solovetsky monastery, old architectural elements were destroyed. Then there was a fire in the Maly Theater - another object of Baltstra. In the fall of 2014, the walls of the St. Nicholas Church in the Trivorovoye Gorodishche in Izborsk were covered with mold ... On March 29, 2016, the Investigative Committee detained billionaire Dmitry Mikhalchenko on suspicion of alcohol smuggling. The FSB conducted searches in his companies. In the midst of the scandal, on May 26, 2016, Evgeny Murov left his post due to “achieving the deadline”: in November 2015 he turned 70 years old.

The manager of Baltstroya, Alexander Kochenov, detained in the “Restorers' case,” was released on bail. In 2016, the company continued the restoration of the Voskresensky Novodevichy Monastery (110.3 million rubles), the St. Petersburg State Conservatory named after N.A. Rimsky-Korsakov (125.9 million rubles) and the Maly Theater in Moscow (121 million rubles).

Rug for "Rus'"

Over the past 12 months, the ATEX FSUE has acted as a defendant in 24 cases: customers and subcontractors demand to recover 349 million rubles from the company. for poor -quality work or non -fulfillment of financial obligations. Including the FSO Academy recovered 39.2 million rubles from the enterprise. (In total, she concluded three contracts with ATEX in the amount of 362.5 million rubles).

According to some reports, the investigation has questions for the construction of the building of the FSO Academy in Orel and the work in the residence of the President of Rus in the Zavidovo complex.

The residence "Rus" is located in the Tver region. Legally, it belongs to the state complex "Zavidovo" of the FSO of the Russian Federation. The residence includes a hotel complex, hunting base, pools, saunas, a boat station, and economic construction. The maintenance of the park and residence costs about 320 million rubles every year.

It is difficult to determine how much the work of the Aus in Zavidovo ultimately cost. Since 2011, at least 195 contracts have been concluded between the organizations: for example, for the supply of deer (5.6 million rubles), marals (2.3 million rubles), the installation of alarm at the Shalash facility (24.9 million rubles).

Probably, large-scale construction began in 2010, when ATEX received a contract for design and survey work at the FSO facility (50 million rubles) in Zavidovo. In 2011 - for the "Capital construction of the multifunctional building" Special Object "(147 million rubles) Ibid.

The companies in Mikhalchenko-Sergeev-Kuner were also involved in the work in Rus': in 2014, Stroykomplekt LLC received a contract for the completion of the second stage of construction and reconstruction of the official residence of the President of Rus-the contract amount amounted to 996.7 million rubles.

According to the Arbitration case, in 2016, the Navidovo State Complex of the FSO of the Russian Federation filed a lawsuit against the Federal State Unitary Enterprise “ATEX” and LLC Stroykrukt, demanding to recover 2 million rubles. losses. The reason for the lawsuit is to replace materials with cheaper analogues. In addition to construction work, Stroykomplekt performed the supply of various trifles to the presidential house. In October 2015, the company purchased accessories for Zavidovo: towels, robes, rugs and other bath accessories for 723 thousand rubles. According to the state contract, each of the 10 legs costs 9 thousand rubles, the elephant bone robe - in 24.5 thousand rubles. Three jacquard tablecloths cost 110 thousand rubles. - 36.9 thousand rubles each. Each. And three plaids cost 77 thousand rubles. apiece.

It is not known whether these rugs and so on were needed in the residence of Vladimir Putin. One thing is clear: while in the case of FSUE "ATEX" they take more and more trifles. Neither Lieutenant General Nikolai Nedov (the fortune of 15.5 billion rubles, according to the “rating of billionaires-2016”), nor the general of the army, the holder of the Order “For Merit to the Fatherland” of three degrees, Evgeny Murov, has not yet been mentioned in any of the criminal cases.
