The Tver District Court of Moscow arrested the founder of the Corruption Fund (FBK) Alexei Navalny for 15 days for disobedience to the police, and also fined him for 20 thousand rubles in the case of the organization of the action in the center of Moscow. Navalny, like hundreds of Muscovites, was detained on Sunday during an unauthorized demonstration "He is not Dimon for us." Corruption shares, most of which were also unauthorized, took place throughout Russia.

Alexei Navalny was detained before the start of the Moscow anti -corruption protest, although he managed to get to Tverskaya Street. The opposition politician spent the night in the police department of the Konkovo district. Navalny was charged with organizing an unauthorized action, as well as disobedience to the requirements of the police officer.

The detention of Navalny

In total, more than a thousand people were detained in Moscow. Most of them were released after drawing up the protocols on a violation of the procedure for conducting a street campaign. At least 120 people remained in the capital's ATS until the morning. On Monday evening, the courts began to make a decision on fines or administrative arrest to them. The closest ally of Navalny Leonid Volkov was arrested for 10 days .

Dozens of detainees are also in other Russian cities. There are also arrested - so, on Monday, the court sentenced the coordinator of the headquarters of Alexei Navalny in Saratov Elnur Bayramov to five days of administrative arrest.

In most cases, the detention was rudely, with the use of force, in an interview with Radio Liberty, lawyer of the international human rights group "Agora" Alexei Glukhov:

- In my opinion, detention for participating in peaceful actions, no matter what status the power gives them (agreed or not agreed), in any case is a gross violation of civil rights. Of course, for the most part, these detentions were associated with the use of physical strength. Some detainees were carried by the hands and feet. The exact number of detainees throughout the country is difficult to name. They say that in Moscow there are more than a thousand. In the regions are measured dozens. There are detainees in Krasnodar, in Yekaterinburg ... There were no detainees in Cheboksary, there were only conditionally detained minors who did not reach the age of 16. They were immediately released. Measures will apply measures against their parents for improper performance of duties on raising a child. Because our Russian legislation does not allow persons who have not reached 16 years of age to take part in public events unaccompanied by their legal representatives. Many detained minors are also in Moscow and in Nizhny Novgorod.

Detention for promotions in Moscow

But the most zealous police officers are also attempted to attract 19.3, that is, "non -compliance with the legal requirements of the police to disperse."

There is information that a criminal case has been instituted in Moscow under the 318th article against unidentified persons. This is causing violence that is not dangerous to life and health, in relation to a representative of the authorities. In this regard, I think, there will be certain legal consequences. The question is how much the authorities will want to promote this story, as in the time a "swamp business". There are prerequisites for this.

- You mentioned minors. How many young people of school age were detained in Moscow?

- According to our information, this is a few dozen. And all of them were released with completely different legal consequences. From someone they just took data and released. They took an explanation from someone, installed where they live and so on. For them, legal consequences can also be if they have not reached the age of 16 years, they do not bear independent responsibility for violation of an administrative offense. Only measures of educational influence can be applied to them, which, in fact, are even more cruel than responsibility for violation at rallies. Because measures of educational impact can be up to 30 days in a special receiver for the maintenance of minor offenders. And there, roughly speaking, conditions are as in a colony-settlement. Freedom is very limited there, in fact, this is a conclusion. Plus, their parents will be attracted. A lot of minors were detained in the regions. But the legal consequences are completely different in every region. Somewhere parents were called right away. Parents were drawn up for improper performance of duties on raising a child, but there are minor fines. And somewhere the consequences will occur in the future. Therefore, all minors who left their data, for the most part, created legal conditions for attracting their parents. And those who have reached the age of 16 will most likely bear responsibility under part 5 of article 20.2.

Youth for promotions in Moscow

- Many observers were impressed that even the Caucasian region affected the protest. But did the situation with the detentions in Makhachkala differed somehow, where at least 150 people took part in the action?

- No. There are more than a hundred detainees. In relation to some, protocols are drawn up under Articles 19.3 and 20.2. For the Caucasus, these are not new articles. There is a certain judicial practice. It was just that there has never been a mass of design. This is a test for police officers and for ships. How can they digest so many protocols? Part 2 of Article 20.2 provides for up to 10 days. Accordingly, the consideration should be during the day in which the protocol was received. It should be instantly. 100 people are simply technically impossible to pass through the Makhachkala courts. Accordingly, there may be the most non -vascular decisions, ”says lawyer Alexei Glukhov .

On Sunday, 17 employees of the Corruption Fund were also detained in Moscow. The police came to the organization’s office on Sunday afternoon and stated that they intend to search "due to a message about the threat of an explosion." At that moment, the employees of the Fund led the online broadcast of the action "He is not Dimon for us." They were taken to the police department, where they spent all night, and accused of "disobedience to the legal order of a police officer." After the detention of employees, the police continued the search. On Monday, a message was received that the FBK had taken out a equipment from the office. The entrance to the office is sealed and protected by the police.

Many observers called mass actions that took place on Sunday throughout the country an unprecedented event in the political history of Russia. In particular, politician Vladimir Milov wrote that this is "a serious reversal in our domestic political situation." In his opinion, the action showed that people have got "decades of hopelessness of thieves' power."

The observer Alexander Morozov notes that "the action in 80 cities will be included in the political history of the Russian Federation," and emphasizes that the country "found a new environment of people who were ready to re -insist on civilian liberties, on political participation."

"New Environment" is, first of all, a large number of very young people, including minors. According to a political scientist, professor MGIMO Valery Solovya, this is one of the evidence that events will develop "according to the radical scenario" in Russia:

- I spoke since October last year that in 2017 serious changes will begin in Russia. These changes will be implemented in the form of a political crisis. What we see now is the first stage of this political crisis, I would say the first onslaught. Because it will develop through several waves. I believe that in April repressions against political and civilian activists will follow.

- This is just very well clear. In all such situations, one common reason - they have no prospect, and they do not believe in the authorities. In all political crises, including revolutionary ones, youth acts with the fuse and the avant -garde. And the fact that she has now come out in Russia means the radicalization of the situation. This is a completely true universal sign.

- Did you impress you that even in the Caucasus people took part in the protest?

- This only means that this is a nationwide political crisis. This is its first stage. The second stage, much larger, we will see in the fall.

- Is there any mechanisms to keep this fuse in the authorities in Russia in the framework of peaceful protest?

- There are opportunities, but for this you need to change politics. I'm not sure that the power will go for it. I think that she will go to friends, well known to her by “twisting of the nuts”. And since the threads and nuts are rusty, it will tear everything to hell, ” Valery Solovy believes.

The Corruption Foundation in early March published an investigation on the undeclared real estate of the head of the Russian government Dmitry Medvedev and its possible involvement in corruption. After neither Medvedev himself, nor his representatives responded to the charges, Navalny called for rallies throughout the country on March 26.
