President Vladimir Putin gave the Federal Security Service the right to seize land plots for Russian state needs. The corresponding decree was published on the official portal of legal information.
The decree clarifies that the FSO has the right to seize land plots for the construction and reconstruction of federal facilities necessary for the exercise of the powers of the FSO.
Previously, the FSO did not have the right to seize land plots: the service only implemented their exploitation. The FSO asked for the right to seize land plots in August 2016.
According to the explanatory note, “in certain cases” ensuring the security of state security facilities, which is the main task of the FSO, requires the seizure of land plots. It was assumed that the decision on seizure would be made by the director of the service.
