A report was drawn up against a truck driver coordinator detained in Irkutsk for a motor rally.

An administrative protocol was drawn up against the coordinator of the Irkutsk branch of the Association of Carriers of Russia, Sergei Khmelev, who was detained on April 3 under Article 20.2 (violation of the established procedure for organizing or holding a meeting, rally, demonstration, procession or picketing) of the Administrative Code. Khmelev is charged with organizing a motor rally that was not approved by the authorities. News agency IrkutskMedia writes about this.

“He was detained because he decided that one motor rally from the Oil and Fat Plant was not enough and led another one through a hydroelectric dam, which the authorities did not approve. He was later detained. We are now understanding the situation,” Alexander Chernykh, chairman of the Association of Road Carriers of the Irkutsk Region, told the agency.

Khmelev was detained on April 3 next to the trucks standing on strike. He stated that the drivers were under pressure from the Ministry of Internal Affairs and the State Traffic Safety Inspectorate: they were threatened that they would be taken to the police station if they did not “reasonably” give an explanation about the inconsistent mileage.
