The Ministry of Education and Science and the Ministry of Labor will formulate uniform requirements for guardianship employees

The Ministry of Education and Science and the Ministry of Labor are preparing an order that will present framework requirements for the professional knowledge, skills, competencies and education of guardianship employees, Olga Batalina, a member of the State Duma Committee on Public Associations and Religious Organizations, told the Parliamentary Newspaper. According to experts, if clear criteria and uniform requirements appear in the legislation, this will significantly improve the training of guardianship workers.

Nowadays, guardianship workers are guided by professional standards. Batalina emphasized that it does not work in practice, since according to the law, professional standards can only be applied to specialists, and not to civil servants - the latter includes the majority of guardianship employees. Thus, the professional standard is used as an exclusively advisory document when drawing up job descriptions.

According to the deputy, four years ago, norms were introduced into the current legislation providing for the creation of uniform requirements for specialists of guardianship authorities, since they are state or municipal employees. “Work on them has been going on for a long time, but there is still no such regulatory act,” she noted.

Olga Batalina added that many problems are associated with the lack of a unified system of guardianship and trusteeship - in the regions they are subordinate to different departments and departments. This leads to a decrease in the quality of work. “The system of guardianship authorities should be a single, well-managed, methodologically supported, unified service. Only in this case will we be able to ensure the quality of execution of the powers that are entrusted to her today,” concluded Batalina.

According to Galina Semi, a member of the Presidential Coordination Council for the Implementation of the National Strategy for Action in the Interests of Children, the issue of staff turnover in this area is also acute. 17% of employees leave the guardianship authorities without working for even a year. Another 22% have been working for no more than three years. The result is that many decisions are made subjectively and incompetently.

Deputy Chairman of the Federation Council Committee on Constitutional Legislation and State Construction Elena Mizulina reported that on average 58 thousand children are taken away from parents by guardianship authorities every year. However, according to the Ministry of Internal Affairs, no more than 10 thousand children are removed from families every year, and the Ministry of Education and Science has this figure even lower - only three thousand.
