
President Vladimir Putin signed a decree on the resignation of the head of the Republic of Mari El Leonid Markelov. The text of the document is published on the website of the head of state.
The document notes that Markelov resigned ahead of schedule of his own free will.
The publication of Kazan First, citing his sources, reports that Markelov can become a representative of Mari El in the Federation Council. According to the publication, such a issue was discussed at a meeting of the State Council of Mari El.
The temporarily acting head of Mari El, until the September elections, Putin appointed the chairman of the Arbitration Court of the Moscow Region, the former deputy plenipotentiary of the President in the Volga Federal District Alexander Evstifeev.
Markelov headed Mari El for the past 16 years. The first time he won the presidential election on January 4, 2001. After that, Markelov was re -elected twice and was once reassigned to the president to the post of head of the region. Each time opponents accused him of using an administrative resource and bribing voters. In addition, the head of the republic was accused of violating human rights: discrimination against the indigenous population - Mari, the persecution of journalists.
In 2005, the European Parliament adopted the resolution "On Violations of Human Rights and Democracy in the Republic of Mari El of the Russian Federation", which refers to violation of the rights of the indigenous population.
In September 2015, before the last election of the head of the republic, a video appeared on the Internet on which Markelov, speaking to the residents of the Mari village of Shimshurg, threatened to dig the road if they did not vote for United Russia. Later, the head of Markelov explained this with a joke.
In 2013, the Supreme Court of Russia recognized as invalid the provisions of the law on social guarantees of the head of Mari El . The regional parliament decided that the head of the republic, which was resigned, had the right to lifelong money in the amount of 30 thousand rubles, subject to annual indexation. In addition, he must pay the benefit to the device for a new place of work in the amount of annual monetary content. If the salary in a new place would be lower, the former chapter had the right to compensate for the difference. He was also supposed to be insurance at the expense of the republican budget. The Mari El prosecutor’s office considered that the law contradicts civil and labor legislation.
At the beginning of this year, six heads of regions lost their posts. In February, the governor of the Novgorod region Sergey Mitin, the head of Buryatia Vyacheslav Nagovitsyn andthe Governor of the Perm Territory Viktor Basargin filed in February. Following them, the Governor of the Ryazan Region Oleg Kovalev and the head of Karelia Alexander Khudilinen announced the early addition of their powers.
On April 4, the head of Udmurtia Alexander Solovyov was arrested on charges of bribes. On the same day, Putin signed on the dismissal of Solovyov from his post "in connection with the loss of trust."
