Russian President Vladimir Putin, at a meeting with the chairman of the Moscow Region Arbitration Court, Alexander Evstifeev, invited him to head Mari El to the election of the head of the republic in September 2017.

Since 2012, Alexander Evstifeev headed the Arbitration Court of the Moscow Region, before that eight years - the ninth arbitration court, and before that he was a senator in the Council of the Federation from the Yamao, and the deputy chairman in the Volga Federal District with Sergey Kiriyenko.

According to Moscow journalists Alexander Evstifyev is known for the stiffness of his disposition, authoritarian nature, love for women in the institutions led by him. The development of the Russian economy required at one time the formation of an independent system of arbitration courts. These courts are engaged in the so -called "disputes of economic entities." A sharp increase in the number of conflicts in this area - the raiders and pro -corporate wars “took care” about this, as well as the struggle against various kinds of abuses and mistakes - forced to form another, separate system of courts. Courts that control the correctness of decisions by the courts of first instance. They became courts of appeal. Moscow lawyers most often come into contact with the ninth arbitration court, which is headed by Alexander Alexandrovich Evstifeev, and the tenth arbitration court, at the head of which Arthur Vinerovich Absalyamov stands.

Both Mr. Evstifeev and Mr. Absalyamov are noteworthy in that they are immigrants from the so -called Ural group of lawyers (or, if you like, associations of citizens - OG). According to some information, some information includes Veniamin Yakovlev (former chairman of the Supreme Arbitration Court, and now an adviser to the president), Eduard Renov (former deputy chairman of the Supreme Arbitration Court) and one of the failed candidates to the position of deputy chairman of the Moscow Arbitration Court Igor Manylov, who became famous for the fact that the Moscow lawyers echoed his “pronoun Ivanova and Pavel Krasheninnikov ”(Anton Ivanov-Chairman of the Supreme Arbitration Court of the Russian Federation; Mr. Ivanov, who conflict with the head of the Moscow Arbitration Court Oleg Sviridenko) wanted to put him to the post of deputy chairman of the Arbitration Court of Moscow.

The hero of our journalistic investigation was none other than San Sanych. What is this person and who is he? - the reader will ask in bewilderment. It is precisely and only in the narrow ones near judicial circles that doctors of legal sciences, professor, honored lawyer of the Russian Federation, deputy chairman of the Higher Qualification Collegium of Judges of Russia Alexander Alexandrovich Evstifeev, who holds a modest and in no means unremarkable position of the chairman of the ninth arbitration court.

Our certificate: Alexander Evstifeev was born in the village of Brad, the Chelyabinsk region. In 1980 he graduated from the Sverdlovsk Law Institute with a degree in jurisprudence. He graduated from graduate school in 1984. Since 1984 he worked at the Sverdlovsk Law Institute in the Personnel from the teacher to the professor of the Department of Civil Law. From June 2000 to January 2002 - Deputy Plenipotentiary of the President of the Russian Federation in the Volga Federal District Sergey Kiriyenko. From January 2002 to January 2004, he was a representative of the administration of the Yamalo-Nenets Autonomous Okrug in the Council of the Federal Service forces of the Russian Federation. He headed the committee on judicial issues, was a member of the Commission on the Methodology of the Relations of the Constitutional powers of the Federation Council.

In a short period of his chairmanship in the Ninth Court, this truly modest person turned the court of appeal into an exclusively closed and controlled institute. At first, it may seem that the congenital modesty of San Sanych makes him escape from publicity and attention of the press. However, in addition to modesty, the motive for the actions of our hero, most likely, may be cold calculation.

For the incomplete two or three years in the walls of the “nine”, as the ninth arbitration court of the capital is often called, an atmosphere of total fear was created, the surveillance and suppression of any dissent, which is still cultivated. Those who did not want to obey or did not enter the fairway of the chief’s new policy, very quickly felt his reaction on themselves. And their fate can hardly be envied. Some “left” “of their own free will”, others - the most fundamental - became objects of unprecedented pressure from San Sanych or the Higher Qualification Collegium of Judges, where they could not find sufficient support.

So, competent highly professional lawyers Igor Lee and Dmitry Koryakin were forced to say goodbye to the judicial mantle (the latter conducted high -profile things about slanderous materials in the media). Such competent judges as Zhukov, Yakutov, Lyashchevsky, Vedenova and others almost fell under the distribution. San Sanych Plah and Judge Vladlena Gemini, whose powers were terminated on the basis of an absolutely unreasonable and far -fetched decision of the Higher Qualification Collegium of Judges, confirmed by the Supreme Court of the Russian Federation.

Currently, other judges of the “nine” who did not want to unquestioningly fulfill the non-commissioned officer teams of their chairman and walk around his minions are subjected to the serious pressure. According to our information, Viktor Pavlyuchuk, Rashid Nagaev (a specialist in tax law), the chairman of the tax composition of Natalya Okulova, who, according to the information, wants to go to the Federal Arbitration Court of the Moscow District, fell under the heavy hand of San Sanych.

Almost no one was left away from repression. The question arises: who can our hero rely on? He does not abide in an absolute vacuum. I must say, the team at San Sanych got one to one. Discipline in nine San Sanychu is helping to support his first deputy Mr. Trukhin, whom the chef pulled from his native Yekaterinburg.
