This 13.5% is an artificial reduction, not confirmed by anything and pursuing 2 goals:
1. Creating the appearance of well-being. The lower the cost of living, the fewer poor people there are, according to statistics; officially, a poor person is someone whose income is less than this amount.
2. Budget savings. In Russia, benefits and allowances are provided to the poor, but it is enough to lower the living wage plan and hundreds of thousands of people across the country will suddenly lose what they are owed.
