Below is a formula for calculating the amount of inter -budget transfers for the regions.

Resolution of March 31, 2017 No. 388. Within the framework of the state program “Development of the transport system”, inter -budget transfers in the amount of 10 billion rubles are distributed between the budgets of 49 constituent entities of the Federation. Calculation criteria are:

DP - the share of the length of public roads in the territory of the Republic of Mari El.

DTS - the share of vehicles registered in the territory of the Republic of Mari El.

RP - the share of the volume of retail sale of car gasoline in the territory of the Republic of Mari El.

Du is the share of the participation of the Republic of Mari El in the implementation of the task of doubling the volume of construction (reconstruction) of roads (percent).

DR - the share of the length of the roads of regional, inter -municipal or local importance of the Mari El Republic, on which overhaul (repair), provided for by the regional program for the next financial year, in the total length of roads of the Republic of Mari El.

Based on this formula, the amount of inter -budget transfers for the Republic of Mari El amounted to 121365.7 thousand rubles. In my opinion, none of our deputies is involved in the distribution of funds for the repair of regional roads. And yet, the more roads the region builds, the more money allocates for this region.
