The proposals of the Ministry of Communications for the implementation of the Yarovaya Law increase the potential expenses of market participants to 10 trillion rubles. This conclusion was reached by the commission of the Russian Union of Industrialists and Entrepreneurs on Communications and Information and Communication Technologies, Kommersant reports .
According to RSPP, since 2019, under the law, large operators will have to store 20 exabait information. This can lead to a multiple of the rise in terms of communication services and increase the level of inflation in the country by 1-2 percentage points.
The proposed volumes of data storage remains unbearable for the market, according to the RSPP. They will have excessive power and will be loaded by no more than 60-70 percent. "The Ministry of Communications offers the storage of information depending on the capacity of the network. This approach not only does not take into account the volume of traffic, but also increases them multiple," the representative of Megafon told the publication. The representative of MTS confirmed that the conclusion of the RSPP commission does not contradict the calculations of MTS experts in costs, the representative of the operator confirmed.
In the press service of the Ministry of Communications, the RSPP conclusions did not comment. However, the consolidated report of the department says that the costs of business entities for the implementation of the law will be 4.5 trillion rubles. At the same time, the annual income from the provision of communication services, which are imposed on the storage of information, is 1.1 trillion. It turns out that the costs of operators, according to the project developer himself, will be four times higher than their annual income, the RSPP commission states.
The project of the Ministry of Communications, clarifying the procedure for storing information from the “Yarovaya Law”, was published on March 17. He partially takes into account the comments of the operators and sets the maximum permissible volumes and terms of data storage.
On March 2, Kommersant said that the Svyaz and IT working group under the Government are developing proposals fortest tests of the Spring Law . They should take part in at least ten telecom operators and five Internet sites - the organizers of the distribution of information on the Internet, the project says. Technical tests were proposed to be carried out before August 1, the results will be transferred to the government and the presidential administration.
Earlier, the Ministry of Communications was proposed to free the operators from storing "heavy" content, primarily a video. At the same time, experts believe that even a multiple reduction in the volume of stored information will become an overwhelming task for both large and small companies. Experts proposed to pay the costs of communication operators for the implementation of the Yarovaya Law. The necessary funds of the Ministry of Communications were recommended to "provide for the budget for 2018-2019", follows from the project.
On January 19, an expert working group under the government, headed by the Minister of Open Government Mikhail Abyzov, rejected the petition of the abolition of the Yarovaya Law , which gathered 100 thousand votes. According to experts, the law fully complies with the constitution and does not violate the rights of citizens. In parallel, experts noted that the relevant departments are working on a “significant” mitigation of the law, which will avoid overdate.
On February 7, Vedomosti, citing a letter from the deputy head of the Ministry of Economic Development of Nikolai Podguzov, said that the departmentproposes to compensate the operators for the implementation of the Yarovaya Law from the Universal Communications Fund. According to the publication, the support of communication operators "taking into account the need to prevent the growth of tariffs for communication services above the inflation level" During the implementation of the Yarova Law, "is prescribed in a closed part of the presidential instructions. They were given last summer, after the signing of "anti -terrorist amendments." According to the open part of the document, the FSB and the government by November 1 had to prepare draft regulatory acts aimed at minimizing possible risks from the implementation of the law.
Later it became known that according to the expert working group under the leadership of Abyzov, almost all the information transmitted through the networks of operators in the future can be unsuitable for analysis and use in the work of state bodies. Now, according to experts, the volume of encrypted traffic in the networks of operators is 49 percent, but after three years, its share can reach 90 percent. At the same time, there is no technology that allows you to decipher traffic.
