The last changes to the rules of the road entered into force only last week, April 4, and the government is already preparing new edits. The representative of Deputy Prime Minister Igor Shuvalov told Kommersant that Russian traffic rules may bring closer to European rules so that drivers would not get confused, and traffic on roads has become safer.

The first innovation, according to the publication, concerns the rules for traveling crossroads with circular motion: drivers moving along such a crossroads will gain an advantage over entering the circle. Now at the SDA circular intersections are actually equal to several T-shaped limpore crossings, where the “interference on the right” is valid and, thus, the motorist entering the circle is used by the advantage.

At the same time, in Moscow and many other cities de facto, those who are on a circle still have a de facto-this is achieved thanks to the signs of “give way”, which are installed at the entrance to the circle. This avoids the "closure" of the circle and the formation of traffic jams. Actually, this is exactly what the circles are done: practice shows that if the movement is organized correctly, circles have greater bandwidth than ordinary intersections with a traffic light and, in addition, are safer. So in this matter the city and regional authorities turned out to be “more progressive” by the authors of traffic rules.

The second question, which was discussed at a meeting with Deputy Prime Minister Igor Shuvalov, is the introduction of a new sign and the term “zone of calmed movement” to the legislation and the traffic rules. In such areas, pedestrians are allowed to cross the road anywhere, and motorists are allowed to move no faster than 10-20 km/h.

The head of the Probok.net expert center, Alexander Shumsky, explained to Kommersant that in fact, such a zone is acting, for example, in Moscow on Bolshaya Dmitrovka-it was impossible to make it completely pedestrian because of the office of the Federation Council office, so that one strip was left on the street, which people move almost anywhere.

It is worth noting that now the SDA and the Code of Administrative Offenses do not provide punishment for exceeding the speed of less than 20 km/h, so you can safely go along the city streets at a speed that practically guarantees the death of a pedestrian in the event of a collision - 80 km/h. If the rule about the "zones of the calmed movement" will be accepted, then motorists will be able to accelerate to 40 km/h there, which will definitely not allow pedestrians to feel comfortable. That is, for the full introduction of such zones, it will be necessary to either limit the speed in their limit, for example, 1 km/h, or set fines for any speed excess, or make the streets so that the car cannot disperse physically: constant bends, artificial irregularities, etc.

The last time the traffic rules in Russia changed literally just on April 4. Now, a special sign on the glass should designate themselves drivers who have hearing problems (a yellow circle with three points), drivers who drive on a stupefied rubber (letter sh in a red triangle) and drivers with experience of less than two years (exclamation mark in the yellow square). Changes to the SDA also affected motorcyclists. Drivers of motorcycles with an experience of less than two years will not be possible to carry passengers in the back seat. New amendments also limited the speed of motorcyclists on the tracks up to 110 km/h (until recently it was 90 km/h).
