The Council of Council proposed to extend to the regions the demolition program of Khrushchevs

The Federation Council wants to extend the Moscow demolition program for five -story buildings to the regions, writes RBC with reference to interlocutors in the upper house.

“We believe that this topic [demolition of five -story buildings] is relevant not only for Moscow, but for the whole country, and in a number of regions there are five -story buildings that have been built even earlier than in the capital,” said Sergey Katanandov, a member of the Federation Council on the federal structure.

As the Chairman of the Committee Dmitry Azarov specified, “honing the mechanisms” in Moscow and adjusting the legislation, the program can be distributed throughout the country. He also suggested that after Moscow, Khrushchevs can start demolishing in St. Petersburg.

The publication adds that in early May a joint meeting of the State Council and the Presidential Commission on the execution of the presidential decree on affordable housing will be held.

“We plan to prepare [at a meeting] certain decisions on the extension of the renovation program of emergency housing in the regions. Before talking about the distribution of a five -story building renovation program throughout the country, you need to see how it will work in Moscow, ”said the head of the Ministry of Construction Mikhail Men.

According to experts surveyed by RBC, about 32 thousand five -story buildings in Russia, and their demolition can cost 4–9 trillion rubles.

On April 10, the Moscow City Hall published a Khrushchev demolition program for 2017. According to the document, in the first quarter of 2017 it is planned to demolish 11 houses.

Earlier, the State Duma Committee on Housing Policy and Housing and Public Utilities discovered in a bill on the demolition of five -story buildings of a violation of the constitution. In particular, the deputies demanded to distribute contributions between the owners of apartments in Khrushchev for overhaul, which they had already paid. They also asked to publicly consider the list of houses for demolition.

The bill on the demolition of Moscow five -story buildings in the first reading will be considered on April 19.
