The governor appreciated the possible deprivation of the powers of Novosibirsk village councils

The Novosibirsk Governor Vladimir Gorodetsky commented on Taiga.info on the deprivation of village councils of the main powers. The heads of settlements should not become “wedding generals,” he said.

The Karasevsky village council of the Bolotninsky district of the Novosibirsk region asked the Legislative assembly to deprive the rural settlements of most of the powers. Due to the lack of money in the budget, local deputies proposed completely riding all village councils from 19 different duties in the field of housing and communal services, public transport, the safety of residents and the liquidation of emergencies, culture and mass recreation, waste collection, forest protection and special natural territories. It is assumed that settlements will only deal with issues of local roads, funeral activities, the allocation of housing by district and anti -corruption measures.

The governor learned about the bill from the Taiga.info correspondent. The authorities will study the proposal in more detail, the governor promised. He also recalled that in 2016, regional deputies at the proposal of the Government transferred the powers of village councils for heat and water supply to the level of districts.

“We have already realized that a number of fixed powers in the housing and communal services system, the work of boiler houses, and the content of heating mains, but they, frankly, have no specialists. Therefore, we adopted the law of the region on transfer to the district level. What other powers [are proposed to be transferred] - we must see, have not yet seen. But so that it was not so that it is to transfer everything, and to remain a wedding general - “I am the chairman of the Council”.

Vladimir Gorodetsky admitted that the powers of village councils should be ensured by “opportunities”. “From the district level, not to mention the regional, you will not see the problems of the real life of a distant village. Therefore, the authorities of rural settlements are needed, including the deputy corps, ”he added.

The bill has not yet been discussed at the committees. At the session of the regional parliament, the document will be presented by the head of the Karasevsky village council Yuri Gorbunov. He has been heading the settlement since 2010, before that for six years he led the city of Bolotnaya.
