Two weeks later, a letter from five families from the cement settlement came to the editorial office of Novaya.
“According to the law, when the seizure of apartments owned by owners, new apartments should also be transferred to the ownership. Local authorities at meetings promised to do, ”wrote people. - But at the last moment, instead of this, they invited the owners to sign a certain agreement in which: 1) we allow us to demolish our old houses right now; 2) new apartments are “given” to us under a storage agreement (yes, they don’t make property, this is not even a socialist with a residence permit).

People were moved from emergency housing to a new one, the old house was demolished, and now for requests to fulfill the promised and arrange the apartments in which they live, the administration laughs in their eyes, asking: “What property did you have? Show this house. "

According to Natalia, in the agreement proposed by the Government of Crimea and the Kerch administration, residents are confused not only by the fact that the apartments are given to them only for storage in accordance with 886-906 of the Civil Code of the Russian Federation, but also other details.
“The apartment in which I live now, six owners, including two minor children,” says Margolina. - At the same time, officials suggested signing the contract only to my mother. Are the rest of the owners not important? The agreement also states that in return for our apartment we will be given two meters of 40.2 and 47.6 square meters. m. But in fact, these apartments are smaller: each about 36 square meters.
Natalia also submitted a copy of the agreement to residents of cement settlement at the disposal of Novaya Gazeta. The document says that it acts "until the conclusion of an agreement on the seizure of real estate, in accordance with which an apartment is provided in return for the property to be seized." What rights will be provided with an apartment is not specified.
The New Gazeta contacted the issues of resettlement to the adviser to the head of the Republic of Crimea Rustem Bozhenko.
“There will be no situations in which people will remain on the street,” he assured. - There are certain legal mechanisms. We cannot give ownership of apartments before the land under the old houses is seized. I note that before the property of apartments in new houses, people retain the right to own their housing in cement settlement. The agreement that we propose must be signed, because gas stoves, boilers, and other equipment are installed in the new apartments. And we do not want it to be so that it will be broken, to take away somewhere, and then they say: "There was nothing." The reason for the appeals of these people in the media, in fact, is different: many of them had extensions on the cement settlement for which they would like to receive compensation, but for which there are no documents. Therefore, they complain: this is a form of bargaining.
