Commentary on the idea to develop a program for the development of education in the Kirov region

At the request of the editorial office of the district newspaper "Slobodsky chimes" commented on the plans of the Government of the Kirov region to develop a program for the development of education as part of the program for the development of the region (the material was published in the issue of April 14, 2017):

- Young people in the region can only hold the presence of a worthy level and quality of life. That is, the problem of personnel and the return of youth after studying to their native places cannot be solved without the integrated development of infrastructure, leisure facilities, the availability of the Internet, various kinds of services, etc. It cannot be solved without creating conditions for the real participation of youth in local politics. Deficit budgets do not allow you to implement any serious, bold, innovative projects. In addition, it is necessary that for young specialists to be affordable housing. And it will definitely not be worse from the governor's scholarship (maybe it makes sense to look for students who are ready for the scholarship and certain dividends to sign contracts and come to those educational institutions where they are in demand?).

To orientation of graduates to their own region, among other things, it is necessary to change the criteria for evaluating and supporting (including financial) educational institutions. Take a look at the ratings - in them there are almost all gymnasiums and lyceums, preparing, first of all, applicants of metropolitan universities, universities of other cities in specialty, sometimes not very popular in our field. In these educational institutions, the best pedagogical and material resources are concentrated for the most part. I emphasize that this does not detract from their merits in the organization of quality learning, innovative educational institutions play an important role in school education. However, it is time to stop relate to the rest of the majority of educational educational institutions as schools of the second and third grades.
In addition to the Stoballnikov on the exam and the winners of the All-Russian Olympiads of Russia, the masters are also needed by the “golden hands”, civil activists and leaders, true patriots and defenders of the Fatherland, athletes and cultural figures, entrepreneurs of small and medium-sized businesses ... The two last decades showed that a small number of elitist schools did not justify themselves, this approach did not insure us from this approach. crises and troubles, problems and developmental lags. Of course, you should not break the created system. But a gradual turn to the rural school, the school of the working village, the school of the urban outskirts objectively matured.

I am positive about career guidance in schools. And it is necessary to start it not in the ninth grade, but earlier. In our Slobodsky district, a quite decent career guidance program is now being implemented, covering even children under the 7th grade. And this is right - in the modern changing world, you need to constantly get acquainted with new professions. It seems that from the 7th grade the issue of choosing a profession should be paid to increased attention. If working time allows, I try to stay with the guys at production excursions, in educational institutions of vocational education, the reports where we then publish on the school website and on the page of the student self -government on the social network.

The development program, in my opinion, should be built the sequence of overhaul of schools, they are in full compliance with the requirements of the supervisory authorities (for example, in each district 1-2 schools annually).

Later, I saw the news in Mel not that sensational, we just forget about it, and then we are surprised how in a country claiming the role of one of the world leaders, this can be: “Deputy Minister of Education and Science Irina Kuznetsova said that more than two million children in Russia are studying in buildings requiring overhaul. The statistics of the ministry about schools requiring major repairs do not include many buildings, which have instructions of supervisory authorities, the execution of which is possible only with multimillion -dollar investments. Only in our Slobodsky district now there are 10 million rubles of such instructions. In the last three years, the municipality managed to allocate 1-1.5 million rubles to repair educational institutions. annually.
