The authors of the bill indicate that in themselves the technologies of the direction of traffic through foreign and anonymous proxy servers and VPN services are not illegal. In order for this, the bill proposes to completely ban the use of networks, information systems and programs in Russia to obtain access to prohibited sites.

"I do not know anything about this bill, Roskomnadzor does not have the right to legislative initiative," Ampelonsky noted.
